The Zero Fee grant for freelancers goes to court

The General Technical Secretariat of the Department of Economy, Industry, Trade and Self-Employed of the Government of the Canary Islands has agreed to refer the administrative file of the Cuota Cero (Zero Fee) subsidy for self-employed workers to the courts, following a challenge filed by a beneficiary. The decision is detailed in the Resolution of September 3, 2026, published in the Official Gazette of the Canary Islands number 185, dated September 15, 2026, in section V of Announcements.
The file is being sent to Court No. 1 of the Court of First Instance, Contentious-Administrative Section, in Santa Cruz de Tenerife, in compliance with the agreement of said body dated July 15, 2026. The litigation affects batch no. 3/2025 of the Cuota Cero subsidy call, which benefits thousands of Canarian self-employed workers.
The origin of the appeal
The procedure stems from the Resolution of December 2, 2025, of the General Directorate for the Self-Employed, which resolved batch no. 3/2025 of the Cuota Cero subsidy call, regulated by the Order of March 18, 2024, for the year 2025. Following the presumed dismissal of the optional appeal for reversal, the beneficiary Ms. Oriana Gorrín Ravelo filed appeal no. 342/2026.
The referral is based on articles 48 and 49 of Law 29/1998, of July 13, regulating the Contentious-Administrative Jurisdiction, which require the Administration to send the complete file to the competent judicial body.
Summons to interested parties
In accordance with article 45.1.a) of Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations, the resolution is made public to summon all those who appear as interested parties in the appeal. Affected parties may appear before the court and enter the proceedings within a period of nine (9) days from the day following publication.

Publication in the official gazette ensures notification to all potential interested parties, so that they may exercise their rights before the judicial body within the established timeframe.
Relevance for the self-employed
The referral of the case to the courts opens a judicial path that may condition the execution of remittance no. 3/2025 of the Zero Quota (Cuota Cero) subsidy, a key instrument for the support of self-employed workers in the Canary Islands. Thousands of beneficiaries of the 2025 call remain awaiting the judicial resolution, which will determine whether the contested dismissal complies with the law and what effects it has on the remaining files of the same remittance.
