La Selva calls for transport grants for people with disabilities and the elderly

The Consell Comarcal de la Selva has announced individual transport grants for people with disabilities and elderly people who fall outside the adapted transport routes organized by the Council, with reimbursement of expenses for the year 2025. The call, approved by resolution on July 21, 2026, is published in the Official Gazette of the Province of Girona (Butlletí Oficial de la Província de Girona) no. 168, dated September 1, 2026, with edict number 7685 and reference CVE BOP-2026_0_168_7685.

The purpose of the grant is to guarantee and promote the integration into the environment of people who cannot be served by the Council’s adapted transport routes, so that they can access specialized care services for people with disabilities and/or elderly people in a situation of dependency and with mobility problems. The procedure is processed under a competitive bidding regime, and the full text can be consulted in the National Grants Database (BDNS), with identifier 926742.

Amount and budget credit

The maximum total amount of the grants called for is 11,000 euros, charged to budget item 33.2318.48000 of the 2026 expenditure budget. The maximum amount per applicant is 1,500 euros.

Who can apply and what is subsidized

Natural persons over 18 years of age, registered and residing in the Selva region, who fall outside the adapted transport routes of the Council or assistance centers, and who have recognized status as a person with a disability through a certificate from the Catalan Institute of Assistance and Social Services (ICASS) or, in the case of the elderly, a diagnosis of dementia accredited by a medical report, may apply. It is also necessary to have a recognized reduced mobility or companion scale and to regularly attend a specialized social day-care service within the public network.

The following activities are eligible for subsidies:

  • Regular attendance at a specialized social day-care service within the public social services network.
  • Regular attendance at CAE, STO/A, and SOI for people with disabilities.
  • Regular attendance at Day Centers or SAIAR for the elderly.

Conversely, attendance at compulsory education schools, health, socio-sanitary or functional rehabilitation services, as well as cultural, leisure and sporting activities, are not eligible for the grant.

Deadline and documentation

Applications shall be submitted to the in-person or electronic entry registry of the Consell Comarcal de la Selva, within a period of 30 business days from the publication of the call summary in the BOP. Among other documents, the DNI of the beneficiary and the cohabiting family unit, the disability certificate, the income declaration, the certificate of attendance at the center, and the sworn declaration of travel expenses must be attached.

The competent body to instruct the file is the Head of the Department of Care for Persons, and the body to resolve it is the Presidency of the Consell Comarcal de la Selva. The period for resolution and notification is 3 months, and the expiration without notification shall be understood as the application being dismissed due to administrative silence.

Evaluation criteria

The allocation will be made by establishing a percentage of the maximum amount of the grant (€1,500) based on the available income of the cohabiting family unit, calculated using the formula Income − Expenses − Vital Minimum = Available Income, in relation to the minimum interprofessional wage. Priority criteria for social aspects are applied, and in the event that the budget line is exhausted, the grants will be distributed proportionally until the budget is depleted.

The call is based on the regulatory bases approved on September 27, 2022, and published in BOP no. 1 on January 2, 2023, modified by agreement of the Plenary on July 29, 2025. The resolution, signed by president Martí Pujals Castelló in Santa Coloma de Farners, exhausts the administrative route and may be appealed for reconsideration before the Presidency or through contentious proceedings before the Contentious-Administrative Court of Girona.

These grants have a direct impact on the most vulnerable groups in the region and their families, as they cover the daily travel of people with disabilities and elderly people who, by being outside the adapted transport routes, would have to face the cost of accessing day care services alone. With a ceiling of 1,500 euros per person and a budget of 11,000 euros, the call aims to ensure that no person in a situation of dependency is excluded from specialized care for reasons of mobility or cost.
