The Governing Chamber of the TSJ appoints six justices of the peace in Albacete

The Governing Board of the High Court of Justice of Castilla-La Mancha has agreed to the appointment of six justices of the peace, both titular and substitutes, in four municipalities of the province of Albacete. The agreement, adopted on September 4, 2026, is published in the Official Gazette of the Province of Albacete number 109, corresponding to Friday, September 18, 2026, in the fourth section (Administration of Justice), page 31, under announcement number 23,345. The edict is signed by the Secretary of Government of the Castilian-Manchegan high court, Sigfrido Mangas Morales.

The six appointments

The agreement details the persons designated for each municipality and position, all within the province of Albacete:

• Mercedes Robles Campayo, titular justice of the peace of Paterna del Madera.
• Perfecto Garrido Ortega, titular justice of the peace of Viveros.
• Francisco Javier Arroyo Sánchez, substitute justice of the peace of Viveros.
• Miguel Muñoz Garrigos, titular justice of the peace of Bienservida.
• Abel García Garrido, substitute justice of the peace of Bienservida.
• Jesús Andrés Álvarez Martínez, substitute justice of the peace of Nerpio.

Therefore, there are four affected municipalities—Paterna del Madera, Viveros, Bienservida, and Nerpio—and six positions filled, as Viveros and Bienservida receive both a titular and a substitute. The edict identifies each person by the last four digits of their national identity document.

Legal basis and procedure

The appointment is adopted pursuant to the provisions of Regulation number 3/1995, of June 7, published in the Official State Gazette on July 13, 1995, in its article 20. The Governing Board of the High Court of Justice of Castilla-La Mancha acted in commission, in accordance with articles 101.2 and 101.4 of the Organic Law of the Judiciary, and in compliance with the agreement adopted by the Plenary of the General Council of the Judiciary on December 1, 1995.

The designees must take office within twenty calendar days following the date of publication of their appointment in the provincial gazette. Taking office requires an oath or promise before the Judge of First Instance and Instruction of the corresponding judicial district, or before the Dean if there are several. Anyone who has already taken an oath or promise previously for the same position is exempt from repeating it.

Four-year mandate and administrative appeal

The term of office is four years and is calculated from the date of publication of the appointment in the Official Gazette of the Province of Albacete, that is, from September 18, 2026. The agreement may be appealed via an administrative appeal (recurso de alzada) before the Permanent Commission of the General Council of the Judiciary within one month starting from the day following its notification or publication, in accordance with the grounds and formalities of Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations.

The edict is dated in Albacete on September 4, 2026, and is signed by the Government Secretary of the High Court of Justice of Castilla-La Mancha, Sigfrido Mangas Morales.

The designation guarantees the continuity of the local justice service in four small municipalities of the province, where the figure of the justice of the peace assumes competencies for conciliation and civil registry, among others. The official publication also sets the calendar: the new holders and substitutes have twenty calendar days to swear or pledge the office and activate a mandate that will extend until September 2030.
