La Sénia approves special contributions to urbanize Montsià Square

The Sénia City Council has definitively approved the imposition and regulation of special contributions to finance the urbanization work of the streets adjacent to plaça Montsià. The agreement, adopted by the Plenary in an extraordinary session on August 14, 2026, is published in the Official Gazette of the Province of Tarragona on August 26, 2026, with reference CVE 2026-08018 (pp. 1-4).
The measure requires the owners of consolidated urban land properties in the area to contribute to the cost of the works, which will be distributed among the beneficiaries according to the modules established by file 4304450006-2025-0003162.
A file processed since January
The procedure began on January 16, 2026, through Mayoral Decree no. 2026-000027, and included needs reports from the Treasury Department as well as technical, legal, and permanent control reports. The Plenary provisionally approved the imposition in an extraordinary session on March 2, 2026, and the agreement was open for public inspection between March 6 and April 21, 2026 (30 business days) via an edict published in the BOP of Tarragona with CVE 2026-01933.
During the public information period, 13 objections were submitted, which were resolved with a proposal for dismissal. Additionally, three changes in ownership of affected properties occurred, necessitating an update to the list of taxpayers while maintaining the distribution modules and quotas.
The cost of the work and distribution
The urbanization work of the streets adjacent to plaça Montsià has an estimated cost of 1,093,575.78 euros, distributed as follows:
- Taxable base to be passed on to beneficiaries: 742,756.67 euros, equivalent to 67.92% of the total cost.
- Municipal contribution: 350,819.11 euros, equivalent to 32.08% of the total cost.
The budgeted cost is a mere forecast: if the final actual cost is higher or lower, this value will be used to calculate the quotas and issue the corresponding settlements. The distribution modules applied are the linear meters of the facade (30% impact) and the surface area of the property (70% impact).
Voting and collection
The agreement was approved with 6 votes in favor (4 from ES-ERC-AM and 2 from AS), 2 votes against (1 from FS-MTE-C and 1 from PSC-CP) and 1 abstention (Ruben Cervera, from ES-ERC-AM).
Collection will be carried out in a single term through advance payment, via BASE – Gestió d’Ingressos, an autonomous body of the Provincial Council of Tarragona that has been granted the delegation and will notify the settlements. Payment can be direct-debited at any office of the organization. The agreement is based on articles 28 to 37 of Royal Legislative Decree 2/2004, of March 5, which approves the revised text of the Law regulating local treasuries.
Impact for residents
The news directly affects the owners of the properties in the area of Plaça Montsià, who will have to assume a substantial part of the cost of the work. Against the agreement, which does not end the administrative process, an appeal for reversal may be filed before the Plenary within one month of publication, prior to administrative litigation. The announcement is signed by the mayor, Maria Victoria Almuni Balada, dated August 24, 2026.
