La Roda taxes the removal of scooters with the vehicle tax
Por FactBox Admin

The La Roda City Council has provisionally approved the modification of Fiscal Ordinance number 32, which regulates the fee for the collection, removal, deposit, and immobilization of vehicles on public roads, to incorporate personal mobility vehicles (PMVs) into the fee categories. The agreement is published in the Official Gazette of the Province of Albacete number 114, dated September 30, 2026, Third Section (Local Administration), page 32, with official reference 24.810, and opens a period of 30 business days to submit allegations.
The plenary agreement and its legal basis
The municipal Corporation adopted the agreement in a plenary session held on July 30, 2026. The publication is ordered in compliance with Article 17.2 of RDL 2/2004, of March 5, the consolidated text of the Law regulating Local Treasuries, which requires fiscal ordinance modifications to be submitted for public information before their final approval.
The announcement, signed in La Roda on September 24, 2026, by the mayor, Juan Ramón Amores García, includes two provisionally approved modifications:
- The modification of Article 2, in section 2.a), of Fiscal Ordinance number 32.
- The modification of Article 6 (fee), consisting of the inclusion of personal mobility vehicles (PMVs) in categories 1 and 2 of the same ordinance.
Allegations: 30 business days
The agreement is displayed to the public via an announcement in the Official Gazette of the Province of Albacete and on the electronic notice board of the La Roda City Council for a period of 30 business days. During this period, interested parties may examine the file and submit any allegations they deem appropriate.
The calculation of the period for allegations is based on the publication of the announcement in the BOP. If no claims are submitted after this period, the provisional agreement will be understood as definitively adopted, without the need for a new plenary agreement.
What this means for scooter users
The measure affects PMV users—electric scooters and similar vehicles—who will now be subject to the municipal fee when their vehicles are collected, removed, deposited, or immobilized on public roads. Until now, the ordinance did not expressly include these vehicles in the fee categories, a loophole that the modification intends to close.
The published text does not detail the specific amounts of the fee nor the amount that PMV users will pay, details that must be consulted in the file available to the public. Nor does it specify the number of affected vehicles or the volume of removals anticipated by the City Council.
The modification is processed through the provisional approval procedure, meaning that the final text will depend on the result of the public information process. Any person or entity with a legitimate interest may appear in the proceedings during the open period.
The decision of the La Roda City Council extends a fee regime, which until now was applied to motorized vehicles, to electric scooters, in line with the growing presence of these means of transport on the town’s streets. For users of PMPs (Personal Mobility Devices), the change implies that the removal or immobilization of their vehicle by the Local Police may entail the payment of a municipal fee, the amount of which is yet to be determined.
