La Roda aprueba el reglamento que unifica su Centro de Desarrollo Local

The La Roda City Council has finalized and published the full text of the Internal Regulations of the Local Development Center (CDL), which unifies the nest-warehouses, the business incubator, the virtual incubator, the common-use facilities, and the Aula Mentor under a single structure. The plenary agreement was adopted on July 30, 2026, and the text appears published in the Official Gazette of the Province of Albacete No. 117, dated October 7, 2026, Third Section. The regulation will enter into force the day following its publication in the provincial gazette.

The Plenary initially approved the regulations in the session of 07/30/2026. Following a public exhibition period of 30 business days, announced in BOP No. 93 of 08/12/2026 and on the municipal electronic notice board, no claims or suggestions were submitted, and therefore the text was finalized. The full publication is carried out in accordance with Article 70.2 of Law 7/1985 regulating the Bases of the Local Regime. The announcement is signed by the mayor, Juan Ramón Amores García, in La Roda on September 24, 2026, with official reference 24.792.

Until now, the City Council managed these infrastructures and support services for training and business promotion separately. The new regulation integrates them into the CDL, a municipal service under the exclusive ownership of the La Roda City Council, without its own legal personality and non-profit in nature, whose purpose is the promotion of employment, the generation of business fabric, and the economic and social revitalization of the municipality. The regulatory framework is completed by Ordinance No. 45, regulating the public price for the provision of these services, and the regulations themselves along with their annexes.

A single center for five services

The regulation details the services that will now be managed in a unified manner:

  • Nest-warehouses: a facility of 1,200 m² of construction, distributed in 6 modules of 200 m² each, in the El Salvador Industrial Estate, with independent access and basic utilities.
  • Business incubator: private offices between 20 and 30 m², equipped with furniture, lighting, electricity, climate control, and telecommunications pre-installation.
  • Virtual business incubator: shared access to the facilities without an assigned office, with a minimum of five hours per week, extendable up to ten.
  • Common-use facilities: meeting rooms, computer labs, and training classrooms at the sites on Emilia Pardo Bazán street and El Portazgo.
  • Aula Mentor: open distance learning with in-person tutorial support, managed under the agreement signed on 10/18/2022 with the Ministry of Education and Vocational Training.

Management bodies and access criteria

Management is the responsibility of the La Roda City Council through its technical services and the Municipal Technical Commission (CTM), a collegiate advisory and decision-making body composed of the mayor or delegated councillor for Local Development, who presides over it, the person responsible for the CDL, and a municipal technician from the Local Development and/or Employment area. Its competencies include evaluating applications, approving or denying admissions and extensions, authorizing changes in activity and works, resolving conflicts, and processing sanctioning proceedings.

To access the nest-ships and the business incubator, it is required to present a project that is technically, economically, and financially viable, not to carry out harmful or unhealthy activities, to be up to date with the City Council, Social Security, and the Tax Agency, and not to have been expelled from the CDL. Being a newly created company is not a requirement, but it is a preference criterion. In the event of competition, the CTM applies a scale of up to 100 points —viability up to 40, job creation up to 20, innovative nature up to 15, disadvantaged groups up to 5, job seekers for more than six months up to 10, and multiplier effect up to 10— and only evaluates projects that reach a minimum of 40 points.

Permanence, deposits, and sanctioning regime

The maximum stay is set at four years for the nest-ships, three years for the business incubator, and three years for the virtual incubator, with the possibility of an extension through a favorable report from the CTM. The lease agreement must be signed within a maximum period of fifteen calendar days from the notification of admission.

  • Deposits: two monthly payments of the public price in the business incubator, €50 in the virtual incubator, and €600 per nest-ship.
  • Insurance: civil liability of €300,000 and coverage of the building structure in the nest-ships.
  • Discount: 50% discount during the first year for those required to pay who are registered as job seekers at the La Roda Employment Office.
  • Sanctions: warning or a fine of up to €300 for minor infractions, up to €600 and/or suspension of the use of common elements for serious infractions, and termination of the contract and expulsion from the CDL for very serious infractions.
  • Noise: activities that exceed 25 dB measured outside the assigned space with the door closed will not be tolerated.

The text also incorporates a transitional regime: assignees already installed will automatically be governed by the new regulations, maintaining the economic conditions of their current contract until the next renewal or rate review, without alteration of the current period of stay.

The entry into force of the regulation provides a single legal framework for the municipal employment and entrepreneurship services of La Roda, which until now operated under dispersed rules. The unification under the CDL seeks to streamline the allocation of spaces—with the possibility of direct allocation when there is no competition—, organize the shared use of facilities, and standardize the conditions for access, permanence, and sanctions for entrepreneurs, companies, and users of the Aula Mentor.
