La Robla appoints Andrés Álvarez Gutiérrez as a career administrative official

The La Robla City Council has appointed Andrés Álvarez Gutiérrez as a career civil servant in the category of Administrative Assistant, after passing the competitive examination process convened to fill a position from the 2023 Public Employment Offer. The resolution, adopted by Mayoral Decree number 2026-0616 of September 15, 2026, is published in the Official Gazette of the Province of León number 177, of September 16, 2026 (official reference BOP-LE-2026-177004).

The appointment culminates a process initiated by the Local Governing Board of the La Robla City Council, which in its session on April 28, 2026, approved the regulatory bases and the call for the selection process via internal promotion. The position, vacant in the municipal staff, corresponds to the Public Employment Offer of 2023, published in the BOP of León no. 170/2023, of September 6, and in the BOCYL no. 178/2023, of September 15.

The selection process

The Selection Board published on September 1, 2026, the single list of candidates who passed the process, ordered by total score. By Mayoral Decree no. 2026-0592, of the same date, the selection process was resolved by approving said list. The score obtained by the appointed candidate was as follows:

• Examination phase: 56.25/100 (PASS)
• Competition phase (merits): 16.83 points
• Total score: 73.08 (first position)

After accrediting compliance with the requirements demanded in the call, the proposed person was appointed in accordance with the tenth Base of the regulatory bases.

The appointment

The resolution appoints Andrés Álvarez Gutiérrez as a career civil servant in the category of Administrative Assistant, belonging to the General Administration Scale, Administrative Subscale, group C, Subgroup C1, and destination supplement 22. The agreement is adopted by virtue of the powers granted by article 21 of Law 7/1985, of April 2, Regulating the Bases of Local Regime, following a report-proposal from the Secretariat and a favorable report from the Comptroller’s Office.

According to article 137 of the revised text of the legal provisions in force regarding Local Regime, approved by Royal Legislative Decree 781/1986, of April 18, the status of career civil servant is acquired through the successive fulfillment of the following requirements:

• Passing the selection tests and, where applicable, the mandatory training courses
• Appointment conferred by the competent authority
• Taking an oath or promise in the legally established manner
• Taking office within the regulatory deadline

Taking office

The appointee must swear an oath of allegiance to the Constitution, in accordance with Royal Decree 707/1979, of April 5, and take possession of their post within a period of one month, counted from the day following the publication of the resolution in the Official Gazette of the Province of León. Once this period has elapsed without taking possession, all rights acquired during the selection process will be lost, and all their actions will be annulled. The resolution, signed by the mayor Santiago Dorado Cañón and certified by the secretary Cristina Fernández Álvarez, orders its publication in the BOP and its exhibition in accordance with the Second Base of the regulatory bases.

With this appointment, the City Council of La Robla consolidates the filling of an administrative position within its staff through internal promotion, reinforcing the stability of its civil service personnel and fulfilling the commitments of the 2023 Public Employment Offer.
