La Rioja auctions twelve heads of organic cattle from Pazuengos

The Government of La Rioja is disposing of twelve head of organic cattle of the Avileña-Negra Ibérica breed via public auction, originating from the Pazuengos agricultural holding, owned by the Autonomous Community of La Rioja. The operation was agreed upon by resolution of the Minister of Agriculture, Livestock, Rural Affairs, and Environment on September 7, 2026, and published in the Official Gazette of La Rioja (Boletín Oficial de La Rioja) no. 190, dated October 2, 2026, section V of Announcements (reference BOR-A-20261002-V–496, file 202609300124723). Interested parties have 15 calendar days, counting from the day following publication, to submit their proposals.

The announcement, signed by the Technical General Secretary, María del Prado Ayala Fernández, in Logroño on October 1, 2026, is part of the management of the agricultural production means assigned to the Ministry. The disposal of movable livestock assets is governed by Article 102 of Law 11/2005, of October 19, on the Heritage of the Autonomous Community of La Rioja, which requires prior valuation and award to the bidder offering the highest price, and by Decree 56/2023, of July 14, on the organic structure of the Ministry, which assigns the sale of products from said means to the General Directorate of Agriculture and Livestock.

A single lot of twelve animals

The object of the auction is a single lot consisting of twelve (12) head of organic cattle of the Avileña-Negra Ibérica breed, with ages between fourteen (14) and twenty-four (24) months, belonging to the Pazuengos agricultural holding of the Government of La Rioja. The declared destination is for retail organic operators.

The delivery of the animals will be carried out progressively over a maximum period of twelve (12) months from the date of award, extendable for an additional period of up to twelve (12) more months. Transport costs from the slaughterhouse to the establishment, as well as slaughter and processing costs, shall be borne entirely by the successful bidder, with no possible repercussion to the Administration.

Price linked to the Binéfar market

The specifications justify the impossibility of setting a fixed bidding price because the value of the product depends on the market published weekly by the Binéfar Market (Lonja de Binéfar) (Huesca) during the week of slaughter and the weight of the animal. The applicable formula is:

• Final offered price (€/kg carcass) = reference price of the Binéfar Market (€/kg carcass) + 1.00 €/kg carcass + offered increase (€/kg carcass), excluding VAT.
• Bidders must bid by matching or exceeding the reference amount.
• Although the reference is conventional production meat, the supply will in all cases be certified organic meat.

Deadlines, requirements, and award

Proposals shall be submitted in a sealed envelope, marked “SUBASTA GANADO VACUNO ECOLÓGICO” (ORGANIC CATTLE AUCTION), and shall include the economic offer according to the model in Annex I and the organic operator certificate. Each interested party may submit a single offer. The authorized locations are:

• Auxiliary Registration Office of the Department, Avda. de La Paz 6-8 or Prado Viejo 62-bis, Logroño.
• General Registry of the Autonomous Community of La Rioja, calle Beti Jai 1, Logroño.
• Any Citizen Service Office of the Government of La Rioja.
• The other channels set forth in article 16.4 of Law 39/2015, of October 1, and article 6 of Decree 58/2004, of October 29.

Natural or legal persons with full legal capacity, who are up to date with tax and Social Security obligations, and who prove their status as an organic operator with a current certificate from the Autonomous Community of La Rioja for the production or marketing of organic meat, may bid. The auction will be held in a public act at the headquarters of the Department, at Avenida de la Paz 8-10 in Logroño, and the date and time will be communicated once the deadline has closed. The Tender Board will be chaired by the Director General of Agriculture and Livestock, with the Director General of Legal Services, the General Comptroller, the Head of the Agricultural Resources Management Area, and the Head of the Administrative Coordination Service as members. Payment shall be made in cash, within a maximum of one month from the issuance of the invoice, to account ES26-2100-6196-3713-0057 4896 (CAIXABANK).

Strategic Framework

The tender is part of the I Strategic Plan for Organic Agriculture of La Rioja 2023-2026, whose Goal 2 seeks to increase the internal consumption of organic and local products and improve the marketing channels for Riojan organic products.

The auction allows for the commercial outlet of animals from a public Riojan farm and, at the same time, reserves the supply for certified organic operators, so that the meat maintains the traceability of the organic circuit. For small local marketers, the call opens the possibility of acquiring lots of certified livestock without intermediaries, with a price anchored to a public market index.
