La Rioja opens the EIA of the LR-113 for public consultation

The Government of La Rioja has opened for public consultation the simplified environmental impact assessment file for the project to widen and improve the LR-113 road on the section between Villavelayo and the Mansilla Dam. The announcement is published in the Official Gazette of La Rioja number 166, dated August 31, 2026, and opens a period of thirty business days for interested parties to submit allegations.
The action, promoted by the General Directorate of Infrastructure of the Riojan Executive, is processed under file EIA 13/2026 and is framed under Article 7.2, section b), of Law 21/2013, of December 9, on environmental assessment, which subjects projects not included in Annexes I and II that may appreciably affect, directly or indirectly, protected areas of the Natura 2000 Network to a simplified assessment.
Regulatory Framework
The procedure is carried out in accordance with Article 20.1 of Decree 29/2018, of September 20, which approves the development regulation of Title I of Administrative Intervention of Law 6/2017 on Environmental Protection of La Rioja, modified by Decree 26/2024, of September 3. The resolution corresponds to the Department of Agriculture, Livestock, Rural World and Environment, which acts as the competent environmental body.
How to Submit Allegations
During the period of thirty business days, counted from the publication of the announcement in the gazette, interested parties may formulate their observations indicating the file number, the sender, and the subject. The enabled channels are:
- The Electronic Office of the Government of La Rioja, through the procedure enabled for this purpose.
- Consultation of the environmental document on the Riojan Executive’s website, in the section for environmental impact assessment files in the public information phase.
Relevance of the Project
The improvement of the LR-113 affects a mountain road in the Sierra de La Rioja that connects the region with the Mansilla Dam, an environment of high natural value included in the Natura 2000 Network. Therefore, the simplified environmental assessment must evaluate the possible impacts on protected habitats and species before the project can move forward. The resolution, signed in Logroño on August 27, 2026, by the Director General of Environmental Quality, Climate Change and Water, Isabel Vitoria Díez, now opens the door to citizen participation, which is key to reconciling road improvement with the conservation of the mountain environment.
