La Rioja resolves the merit competition for eleven university positions

The Rector of the University of La Rioja, Eva Sanz Arazuri, has resolved the merit-based competition called for the provision of 11 job positions for technical, management, and civil service administration and services personnel. The decision is adopted through Resolution 1403/2026, of September 7, published in the Official Gazette of La Rioja number 176, of September 14, 2026, in section II Authorities and Personnel.
The procedure began with Resolution 524/2026, of April 7, which called for the competition and was published in the gazette on April 15, 2026. On September 7, 2026, the Evaluation Commission submitted the proposal for the awarding of the positions to the Rector, which now becomes effective with economic and administrative effects from the date of taking office.
Regulatory Framework and Competence
The competence to issue the resolution corresponds to the Rector by virtue of Article 67 of the Statutes of the University of La Rioja. The procedure is based on Royal Decree 364/1995, of March 10, which regulates the provision of positions through competition, and on the Regulation for the Provision of Job Positions for Civil Service Administration and Services Personnel, approved by the Governing Council on March 21, 2017, whose Article 9 requires evaluation commissions to submit their actions to the Rector for resolution and publication.
Base 8.3 of the call, contained in Rectoral Resolution 524/2026, established that the Evaluation Commission would submit the proposal for the resolution of the competition, a step that has been completed on time.
Awards and Vacant Positions
Of the eleven positions called, five have been awarded and six have remained vacant. The civil servants who obtain a destination are:
- Casas Mesas, Mª del Carmen — Department Administration Manager (Administrative Support in Vives and Philological).
- Navarro Arlegui, Ana Carmen — Administration Manager (Legal Advisory Service).
- Martínez Espuelas, Raquel — Administrative Assistant (Administrative Organization Service).
- Magaña Díez, Esther — Administrative Assistant (Administrative Support to Research Centers).
- Díez García, Porfirio — Administrative Assistant (Budget and Budgetary Control Service).
The positions of Specialist Technician in Corporate Social Responsibility, Administration Manager for the Administrative Support services in CCT, Academic Management (Postgraduate), Student Office, IT Service, and the Administrative Assistant for the Office of International Relations and University Social Responsibility remain vacant.
Taking Office and Appeals
The assumption of office shall be carried out in accordance with Article 48 of Royal Decree 364/1995. Exceptionally, and due to the requirements for the normal functioning of the services, the Manager may postpone the date of cessation and incorporation into the new position for a maximum of three months.
Against the resolution, which exhausts administrative remedies, a contentious-administrative appeal may be filed before the Contentious-Administrative Section of the Court of First Instance of Logroño within two months of its publication, or an appeal for reversal may be filed before the Rector within one month.
The resolution closes a process of direct interest to the university community and the civil servants of the University of La Rioja, and leaves open the filling of six positions that must be announced again to guarantee the provision of the affected services.
