La Rioja distributes 112,875 euros among 31 beekeepers for the 2026 campaign

La Rioja reparte 112.875 euros entre 31 apicultores de la campaña 2026

The Government of La Rioja has resolved the granting of aid for beekeeping for the 2026 campaign for a total amount of 112,875.93 euros, distributed among 31 beneficiaries. The decision corresponds to the Directorate General of Agriculture and Livestock, under the Department of Agriculture, Livestock, Rural World and Environment, and is formalized in Resolution 1946/2026, of September 8. The text is published in the Official Gazette of La Rioja number 179, of September 17, 2026, in section III of other provisions and acts, with the reference III.3565.

The call was approved by Resolution 974/2026, of June 3, published in the Official Gazette of La Rioja number 107 on June 8, 2026, and covers the beekeeping campaign between August 1, 2025, and July 31, 2026. The regulatory bases are Order AGM/1/2023, of July 6, within the framework of the Beekeeping Sectoral Intervention of the National Strategic Plan of the Common Agricultural Policy, developed by Royal Decree 906/2022, of October 25, and Regulation (EU) 2021/2115.

The procedure was processed through competitive bidding and the available credit amounted to 170,298.20 euros, distributed among four budget items of project 80590.11. 32 applications were submitted; the provisional resolution proposal was published on August 17, 2026, with no allegations registered, and the Delegated Comptroller issued a favorable audit report.

31 beneficiaries and one denied file

Of the 32 applicants, 31 meet the requirements of Order AGM/1/2023 and are listed in Annex I. The highest individual amounts are:

  • AGR Defensa Sanitaria Abejas “Apicultores Rioja” (G26347542), file 2026ISA19: 41,030.13 euros.
  • Cristina Expósito Ezquerro (*8773), file 2026ISA25: 6,972.93 euros.
  • Jorge Elguea Fernández (*1759), file 2026ISA20: 6,014.66 euros.
  • Simón Ezquerro San José (*9704), file 2026ISA24: 5,170.00 euros.
  • Miel Sierra de Alcarama C.B. (E26527390), file 2026ISA11: 4,615.02 euros.
  • Mª Valvanera Uyarra Pisón (*1853), file 2026ISA28: 4,476.50 euros.
  • Miel del Pueblo S.C. (J26559625), file 2026ISA04: 4,207.04 euros.
  • Alma Apícola S.L. (B26566356), file 2026ISA16: 4,164.50 euros.

The only denied file is that of Proyectos Apivoltaicos Honey Bee S.L.U. (B75552018), due to the perception of the creation of artificial conditions to obtain the aid, in accordance with article 3.3 of Order AGM/1/2023 and Royal Decree 1047/2022.

Distribution by items and European financing

The expenditure commitment for the 2026 annual period is distributed as follows:

  • 46,881.71 euros charged to budget line 05.02.01.4122.475.03.
  • 41,030.13 euros charged to budget line 05.02.014122.480.03, in favor of the AGR Bee Health Defense “Apicultores Rioja”.
  • 24,964.09 euros charged to budget line 05.02.01.4122.778.01.

The funding is split 25% charged to the MAPA, 25% to the Autonomous Community of La Rioja, and 50% to the EAGF. Of the total granted, 24,964.09 euros correspond to investments and 87,911.84 euros to current expenses. The resolution cancels the unused excess credit, amounting to 57,422.27 euros, across the four planned budget lines.

Limits per action and cost control

The grant applies the maximum amounts per action established in article 5.2 of the basic order:

  • Treatments against pests and diseases: 90% of the expense up to 2.5 euros per hive, or 5 euros per hive per year if two treatments are carried out.
  • Products to increase hive vitality: 90% of the expense up to 2.5 euros per hive.
  • Renewal and conditioning of wax: 90% of the expense up to 2 euros per hive for purchase and 1.5 euros for conditioning.
  • Acquisition of queens and swarms: 50% of the expense up to 5 euros per unfertilized hive and 10 euros for fertilized ones.
  • Investments in tangible and intangible assets: 50% of the expense up to 10 euros per hive.

These caps were applied to 9, 13, 3, 2, and 1 beneficiaries respectively. All costs were subject to moderation through the comparison of offers and reference costs, with a triennial review of maximum amounts reported on April 14, 2026.

Deadlines and appeals

The resolution concludes the administrative process. Interested parties may file an optional appeal for reversal before the Minister of Agriculture, Livestock, Rural World and Environment within one month, or a contentious-administrative appeal before the Contentious-Administrative Chamber of the High Court of Justice of La Rioja within two months, counting from the day following publication. The document, signed by the Director General María Jesús Miñana Sierra, consists of 8 pages.

The resolution closes the cycle of the 2026 call and confirms the effective distribution of funds among the Riojan beekeeping sector, with the AGR Bee Health Defense “Apicultores Rioja” as the main recipient and a single application rejected due to fraud in the access conditions.
