La Rioja redraws the list of interim secretary-treasurers after two errors

The General Directorate of Local Policy and the Fight against Depopulation has invalidated the regional waiting list for the interim provision of secretary-intervention positions and has approved a new consolidated list. The resolution, signed on September 17, 2026, by the general director Óscar León García, is published in the Official Gazette of La Rioja number 181, dated September 21, 2026, with the reference BOR-A-20260921-II–1078 and file number 202609170124566. The change is due to two reasons: the National Institute of Public Administration (INAP) erroneously sent the list of candidates from Galicia, and a merit-based claim by a Riojan applicant has been upheld.

The previous list was approved via Resolution 361/2026, dated August 28, published in the Official Gazette of La Rioja number 167, dated September 1, 2026. That resolution was based on Decree 26/2021, dated April 14, which regulates the selection and appointment procedure for interim officials for positions reserved for Local Administration officials with national qualification (BOR number 73, dated April 16, 2021), and the call for applications approved by Resolution 298/2026, dated June 4 (BOR number 106, dated June 5, 2026).

The new resolution is issued in light of report FHN-LA-22/2026, dated September 17, and under article 9.3 of Decree 26/2021, base 7.1 of the call for applications, and article 9.g) of Decree 57/2023, dated July 14.

INAP erroneously sent the Galicia list

The INAP official letter dated August 5, 2026, contained the list of candidates from another autonomous community, Galicia, instead of the one corresponding to La Rioja. The organization corrected this with a new official letter dated September 10, 2026, which sends the correct list of applicants who have passed one of the access exams for the secretary-intervention sub-scale, convened by Order TDF/569/2025, dated June 2.

These candidates are preferentially incorporated into the regional waiting list, in accordance with the procedure established in Order TFP/297/2019, dated March 7 (BOE number 64, dated March 15, 2019).

Claim of Paula Lerena Merino upheld

The resolution acknowledges an error in the assessment of the merits of applicant Paula Lerena Merino, whose claim against Resolution 361/2026 has been upheld. Consequently, her position among those selected through the regional process is reordered: she moves from position 80 to position 48 in the annex of selected applicants.

A consolidated list of 287 people

Annex III contains the consolidated regional waiting list for the interim provision of secretary-intervention positions, consisting of 287 applicants. The list combines:

• 175 candidates referred by the INAP via the official letter dated September 10, 2026 (Annex II).
• 115 applicants selected in the autonomous process of Resolution 298/2026, dated June 4 (Annex I).

The new list supersedes the one created by Resolution 188/2022, dated August 30, and its successive extensions.

Four-year validity

The consolidated list will be valid for four years starting from its publication in the Official Gazette of La Rioja. The resolution also orders its official publication and fully replaces the one approved on August 28.

The correction directly affects the Riojan city councils that need to fill secretary-intervention positions with interim staff, as the order of precedence of the list determines who receives each appointment. The new list, with 287 applicants and four years of validity, provides stability to the system, but comes after a referral error by the INAP forced the annulment of a list published just three weeks prior.
