La Rioja reasigna 485.222 euros de ayudas vitivinícolas tras renunciar Santalba

The Official Gazette of La Rioja publishes this Tuesday, October 13, 2026, the provisional resolution proposal complementary to resolution 397/2026, from the General Directorate of Rural Development, which reassigns 485,222.08 euros in investment aid for the wine sector following the withdrawal of Bodegas Santalba SA. The proposal, processed by the Department of Agriculture, Livestock, Rural World and Environment, distributes the released funds among three Riojan wineries and leaves the total amount for the 2026 call at 1,513,882.66 euros.

The call is governed by Order ATP/14/2023, of March 19, which establishes the regulatory bases for investment aid within the Spanish Wine Sectoral Intervention (ISV) 2024-2027 in La Rioja, and by Royal Decree 905/2022, of October 25, which develops Regulation (EU) 2021/2115. Annex I of the proposal lists the 15 files selected in the 2026 call, with a requested investment of 7,028,676.94 euros and a requested subsidy of 2,811,470.78 euros.

The Sectoral Conference Certificate of July 7, 2026 assigned to La Rioja a maximum budget availability limit of 1,513,882.66 euros charged to the EAGF 2027 financial year. On this basis, the granting resolution 397/2026 was approved, published in the Official Gazette of La Rioja number 169, of September 3, 2026.

The withdrawal of Bodegas Santalba releases 485,222 euros

The proposal accepts the express withdrawal of file 2026/002 from Bodegas Santalba SA (A26266148), submitted on October 5, 2026, which releases 485,222.08 euros. Consequently, the expenditure commitment in favor of the winery for that amount is annulled, corresponding to budget application 2026/0503.4121.77900 and intervention reference 2026/GG/05/2.549.

The modification is supported by the seventh point of resolution 397/2026, which allows for an increase in the number of admitted files following the release of funds as a result of total or partial withdrawals.

Three wineries share the released funds

Annex IV details the complementary approval proposals, totaling 485,222.08 euros:

  • Viñedos de Aldeanueva S.Coop. (F26006957), file 2026/010: 209,239.37 euros.
  • Bodegas Navajas SL (B26017830), file 2026/006: 184,392.00 euros.
  • Bodegas Olarra SA (A28333540), file 2026/009: 91,590.71 euros.

With this reassignment, Annex III sets the grant following the complementary resolution at 3,829,495.26 euros of admissible investment, 1,531,798.11 euros of theoretical subsidy, and 1,513,882.66 euros of EAGF payments for 2027.

Guarantees, bonds and deadlines

Annex V sets the guarantees at 15 percent of the approved subsidy:

  • Bodegas Navajas SL: 27,658.80 euros.
  • Bodegas Olarra SA: 13,738.61 euros.
  • Viñedos de Aldeanueva S.Coop.: 88,617.65 euros.

The proposal also authorizes the release of the performance bond, with payment order 2026/32542, from file 2026/010 of Viñedos de Aldeanueva, SCOOP, so that the beneficiary may establish a new guarantee for the total amount of the granted subsidy. The execution of the investments and the justification of expenses must be completed before 2:00 PM on April 30, 2027. Beneficiaries have 10 days from the date of publication to submit appeals through the platform www.larioja.org/ayudasbodegas. The proposal was signed in Logroño on October 8, 2026, by the Head of the Rural Development Service, Pedro Manuel Sáez Rojo.

The reallocation prevents the 485,222.08 euros released by Bodegas Santalba SA from being lost and directs them to three Riojan wine projects, within a context of strong competition for EAGF funds and a tight budget limit. For the beneficiary wineries, the publication opens a 10-day appeal period and sets April 30, 2027, as the deadline to execute and justify the investments.
