La Rioja publishes the proposal for 2026 forest maintenance grants

The Department of Agriculture, Livestock, Rural World and Environment of the Government of La Rioja has published in the Official Gazette of La Rioja number 167, dated September 1, 2026, the provisional report-proposal for the resolution of granting and denial of aid for maintenance and compensatory premiums on rural land corresponding to the 2026 financial year. The document, signed by the Head of the Forest Protection and Production Area, Julio de la Cruz Moreno, in Logroño on August 28, 2026, is published under the official reference BOR-A-20260901-III–3360 in section III of Other Provisions and Acts.

The proposal is framed within Order 37/2015, of September 16, which establishes the regulatory bases for subsidies for reforestation and the creation of forest areas in La Rioja, modified by Order 5/2017, of May 2, which reduced the maximum period for maintenance premiums from five to three years. The aid is integrated into the Strategic Plan for the Common Agricultural Policy (PEPAC 2023-2027), within measure RIO 065022 for maintenance commitments of afforestation and agroforestry systems, co-financed by the EAFRD, and were called for 2026 through Resolution 304/2026, of February 16.

Beneficiaries of maintenance premiums

The Nature Defense, Hunting and Fishing Service of the General Directorate of Natural Environment and Landscape, the instructing body of the procedure, proposes to grant maintenance premiums (sub-measure RIO 065022_07) to the following holders, charged to budget item 05.06.4712.772:

  • Ortega Solana, Mª Concepción — 710.12 euros
  • Laya Martínez, Arturo — 480.71 euros
  • Finca Ordoyo, S.L. — 10,397.64 euros
  • Bermejo Donamaría, Francisco — 633.89 euros

The total proposed amount for maintenance premiums amounts to 12,222.36 euros.

Compensatory premiums and denials

Regarding the compensatory premiums for agricultural income (sub-measure RIO 065022_06), intended to compensate for the loss of income due to the reforestation of land with previous agricultural use, it is proposed to grant 460.80 euros to Izquierdo Gil, Alfredo, charged to item 05.06.4712.476. The total proposed amount for both lines in 2026 reaches 12,683.16 euros.

In Annex II of the report, there is a single denial, that of the file of Jiménez Ugarte, Jaime, for failing to apply for the aid. No denials are recorded in the compensatory premiums section.

Period for allegations and procedure

The provisional proposal is published so that interested parties may submit allegations within a period of ten days. According to the report itself, it has not been necessary to apply the priority criteria of article 8.2 of the regulating order, as there is sufficient budget credit to meet all favorably reported requests. The provisional proposal does not create any right in favor of the beneficiaries until the final granting resolution is published in the Official Gazette of La Rioja.

This provisional resolution is of particular interest to the owners and holders of real rights to forests and forestry lands in the region, who must remain attentive to the allegations process and the subsequent final resolution to ensure the collection of premiums that compensate for the maintenance of reforestation and the loss of agricultural income derived from afforestation.
