La Rioja publishes the final list of Operators for intellectual disability

The General Directorate of Public Service of the Government of La Rioja has approved the final list of admitted and excluded applicants in the selective tests for the provision, via the reserve shift for persons with intellectual disabilities, of labor positions in the professional category of Operator (LA.50/21-23). The decision is formalized through Resolution 2428/2026, dated September 16, published in the Official Gazette of La Rioja number 182, dated September 22, 2026. The same text sets the date for the first exercise for October 19, 2026.

Background of a process opened in 2024

The tests derive from the call approved by Resolution 2121/2024, dated October 17, of the Department of Finance, Public Governance, Digital Society and Government Spokesperson, published in the Official Gazette of La Rioja number 206, dated October 22, 2024.

The provisional list of admitted and excluded applicants was approved by Resolution 1128/2026, dated May 20, of the General Directorate of Public Service (Official Gazette of La Rioja number 96, dated May 22, 2026). Following the period for correcting applications, the new resolution incorporates the documentation provided by the applicants and closes the list.

The Qualifying Board was appointed by Resolution 1753/2026, dated July 20, of the Department of Finance, Public Governance, Digital Society and Government Spokesperson (Official Gazette of La Rioja number 138, dated July 22, 2026).

37 admitted and 11 excluded

Annex I lists the 37 admitted persons and Annex II the 11 excluded, indicating the cause in each case:

• 7 applicants are excluded due to cause 48: failure to meet the requirements of base 2.1.a) of the call.
• 4 applicants are excluded due to cause 47: failure to meet the requirements of base 2.1.e) of the call.

The resolution is issued under base 5 of the call and article 17.d) of Decree 51/2023, dated July 14, which establishes the organic structure of the department, in development of Law 3/2003, dated March 3, on the Organization of the Public Sector of the Autonomous Community of La Rioja. The four-page document was signed in Logroño on September 16, 2026, by the Director General of Public Service, Ángel Sainz Yangüela.

First exercise on October 19 in Logroño

The second section of the resolution specifies the conditions of the first test:

• Date: October 19, 2026.
• Time: 17:00 hours.
• Location: Training Center of the Riojan School of Public Administration, Joaquín Elizalde square number 24, Logroño (La Rioja).

To complete the exercise, all candidates must be provided with a national identity document, driver’s license, or passport that indubitably proves their identity.

Deadlines and appeal process

This resolution does not exhaust the administrative route. An administrative appeal (recurso de alzada) may be filed before the Minister of Finance, Public Governance, Digital Society, and Government Spokesperson within one month, counting from the day following its publication.

The challenge regime is in accordance with Article 45 of Law 4/2005, of June 1, on the Operation and Legal Regime of the Administration of the Autonomous Community of La Rioja, and Articles 112.1, 121, and 122 of Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations.

The publication of the final list clears the last administrative uncertainty before the exam and allows the 37 admitted candidates to organize their preparation with a fixed date and location. For the reserve shift for people with intellectual disabilities, the established calendar marks the entry into the decisive phase of a process that began nearly two years ago.
