La Rioja propone repartir 195.395 euros entre las organizaciones agrarias riojanas

The Department of Agriculture, Livestock, Rural Affairs and Environment of the Government of La Rioja has formulated the provisional resolution proposal by which the 2026 subsidies are granted to professional agricultural organizations and advisory entities that support farms in the maintenance of the Regional Registry of Agricultural Holdings (REA) and in the submission of the Single Application. The text is published in the Official Gazette of La Rioja no. 215, of November 6, 2026, within section III (Other Provisions and Acts), with the official reference BOR-A-20261106-III–4175. The expenditure commitment amounts to 195,395.00 euros and is distributed among the five applicant entities.

2026 Call and Available Credit

The call was approved by Resolution 1870/2026, of October 23, of the aforementioned department, under the regulatory bases established by Order AGM/45/2025, of July 28 (published in BOR no. 144, of July 29, 2025). The aid is processed through competitive bidding, in accordance with article 5 of the order.

For payment, an initial credit of 196,000 euros was planned, distributed across two items of the 2026 regional budgets:

  • 05.02.01.4122.480.07 “Collaborating Entities/Non-profit”, project 60001: 143,500 euros, for professional agricultural organizations.
  • 05.02.01.4122.473.00 “Collaborating Entities”, project 60001: 52,500 euros, for advisory entities.

The final commitment stands at 143,385.00 euros in the first item and 52,010.00 euros in the second, meaning 115.00 euros and 490.00 euros are canceled respectively relative to the initial authorization.

Five Beneficiaries and Assigned Amounts

Five applications were submitted—three from professional agricultural organizations with regional representation and two from advisory entities selected for the CAPS 2024-2027 period—. All exceeded the minimum score of five points required in article 7 of the regulatory order. The proposed distribution in Annex II is as follows:

  • ARAG-ASAJA (Riojan Association of Farmers and Livestock Breeders, G26022434): 78,035 euros.
  • UAGR (Union of Farmers and Livestock Breeders of La Rioja, G26027920): 54,270 euros.
  • UPA-RIOJA (Union of Small Farmers and Livestock Breeders of La Rioja, G26228692): 11,080 euros.
  • ASEGAR 2028 UTE (grouping of CARNA SLP, Bricalvet SL, VIDAR Soluciones Agroambientales SLU and Clean Biotecx S.L., U21636451): 47,535 euros.
  • SERVICOOPR UTE (FECOAR Unión de Cooperativas, AGER TECHNOLOGY SL and Agencia de Gestión de Servicios de Calidad y Agroambientales S.L., U26547257): 4,475 euros.

The amounts are calculated by brackets according to the complexity of the farm:

  • 75 euros per Single Application for holdings with more than 100 graphic declaration lines.
  • 65 euros for holdings between 50 and 100 lines.
  • 50 euros for holdings between 20 and 49 lines.
  • 35 euros for holdings with fewer than 20 lines.
  • 20 euros per holding updated in the REA that does not request aid via the Single Application, excluding those consisting solely of vineyards.

Evaluation Criteria

Annex I weights two merits: having submitted more than 50 Single Applications for the 2026 campaign by May 31, 2026 (10 points) and having performed more than five updates in the REA between June 1, 2025, and May 31, 2026, excluding vineyards (5 points). ARAG-ASAJA, UAGR, ASEGAR 2028 UTE, and SERVICOOPR UTE totaled 15 points; UPA-RIOJA, 10.

Ten business days for appeals

Interested parties have a period of ten business days from the day following the publication of the proposal in the BOR to allege errors, omissions, or other circumstances and provide any documentation they deem appropriate. If no appeals are submitted, the proposal will be understood as accepted and will become final; otherwise, the managing body will study them and formulate the final resolution proposal. The document was signed in Logroño on November 4, 2026, by the Head of the Income Aid and SIGC Service, María José Soriano Vasaldúa, and is submitted to the Director General of Agriculture and Livestock.

The resolution directly affects the administrative support structure of the sector: these entities are the ones that materially process the REA and the Single Application, upon whose submission the access of Riojan holdings to CAP aid depends. The distribution confirms the weight of ARAG-ASAJA and UAGR, which concentrate nearly 68% of the funds, and the emergence of the advisory entities selected for the PEPAC, which absorb slightly more than a quarter of the total.
