La Rioja appoints three laboratory technicians and consolidates their positions

The Government of La Rioja has appointed as career civil servants of the Higher Faculty Body of Special Administration (Laboratory Technician) the three selected candidates from the selective tests convened in 2024. The decision is formalized through Resolution 2216/2026, dated September 18, from the Department of Finance, Public Governance, Digital Society and Government Spokesperson, signed by the counselor Alfonso Domínguez Simón. The text is published in the Official Gazette of La Rioja number 188, dated September 30, 2026, pages 16446 and 16447, section II (Authorities and Personnel), with official reference BOR-A-20260930-II–1105.

The selective process preceding the appointment

The resolution culminates a procedure opened two years ago. The call for selective tests to fill vacant positions in the aforementioned body was approved by Resolution 1905/2024, dated September 20, published in the Official Gazette of La Rioja number 188, dated September 26, 2024.

The Qualifying Tribunal formulated its appointment proposal on May 25, 2026, in accordance with base 8.2 of the call. Subsequently, Resolution 1442/2026, dated June 17, from the General Directorate of Public Service, published in the Official Gazette of La Rioja number 114, dated June 18, 2026, made public the final list of approved persons and the list of vacancies to be chosen.

The Department acts in accordance with article 26 of Royal Decree 364/1995, dated March 10, and with article 15.2.j) of Law 9/2023, dated May 5, on the public service of the Autonomous Community of La Rioja.

The three appointments and their destinations

The annex of the resolution details the assigned positions, all with level 22, subgroup A1, full-time, and a specific supplement of 14,012.40 euros per year:

• Ester Pérez González, Higher Laboratory Technician in the General Directorate of Rural Development, under the Department of Agriculture, Livestock, Rural World and Environment, stationed in Logroño.
• Carlos Hernando Loza, Higher Laboratory Technician in the General Directorate of Agriculture and Livestock, stationed in Haro.
• Carolina Gómez Sordo, Higher Laboratory Technician in the General Directorate of Agriculture and Livestock, stationed in Haro.

Deadlines, nature of the position, and appeals

The assumption of office must take place before the Technical General Secretariat of the corresponding Department within one month starting from the day following the publication of the resolution in the Official Gazette of La Rioja.

The awarded position shall be permanent, equivalent for all purposes to that obtained through a competitive merit-based process, pursuant to Article 1.2 of Decree 78/1991, of November 28, which regulates the filling of job positions for civil service personnel of the Riojan Administration.

This resolution exhausts the administrative route, in accordance with Article 45 of Law 4/2005, of June 1. The following appeals may be filed against it:

• An optional appeal for reversal (recurso de reposición) before the Regional Ministry of Finance, Public Governance, Digital Society and Government Spokespersonship, within one month from the day following its publication.
• A contentious-administrative appeal before the Contentious-Administrative Chamber of the High Court of Justice of La Rioja, within two months.

Impact for candidates and laboratory staff

The appointment concludes a long-term selection process and makes permanent three laboratory technician positions in the Riojan Administration, two of which are in the Haro region. For the candidates following the body, the resolution confirms the effective timeline of the process—call for applications in 2024, proposal of successful candidates in May 2026, and appointment in September—and sets a one-month window to take office, a deadline that conditions the actual incorporation of the new civil servants into their destinations.
