La Rioja appoints three career officials for Early Childhood Education

The Official Gazette of La Rioja number 167, dated September 1, 2026, publishes Resolution 1675/2026, dated August 28, from the Department of Finance, Public Governance, Digital Society and Government Spokespersonship, by which career civil servants are appointed to the Technical Assistant Corps, Early Childhood Education Scale (group B). The resolution, signed by Minister Alfonso Domínguez Simón, consolidates the positions from the selection process F.34/22 and is recorded on pages 15009 to 15011 of the gazette.

A process initiated in 2024

The appointment culminates a selection procedure opened with Resolution 1528/2024, dated July 24, which called for three vacant positions in the Special Administration Faculty Assistant Corps (Early Childhood Education) via open competition, corresponding to the 2022 Public Employment Offer. The call was modified by Resolution 1578/2024, dated August 1.

The process was completed with the appointment proposal formulated by the Qualifying Tribunal on May 7, 2026, and with Resolution 1284/2026, dated May 28, from the General Directorate of Public Service, which made public the final list of approved persons and the vacancies to be chosen. The integration into the new corps is further supported by Decree 12/2026, dated May 12, which approves the 2026 Public Employment Offer, and by Resolution 1939/2026, which resolved the integration procedure into the Technical Assistant Corps, Early Childhood Education Scale.

The appointed persons

The three appointed persons passed the selection tests and accredited the qualification requirements demanded in article 24.b) and in the Annex of Law 9/2023, dated May 5, on the public service of the Autonomous Community of La Rioja. The assigned destinations are as follows:

• Analía Celorrio Godoy, assigned to C.E.I.P.C. “Ntra. Sra. del Carmen” in Calahorra.
• Esther Cariñena Garbayo, assigned to C.E.I.P.C. “Príncipe Felipe” in Rincón de Soto.
• Minerva Garrido Benito, assigned to C.E.I.P.C. “Príncipe Felipe” in Rincón de Soto.

The three positions correspond to group B, level 17, with a specific supplement of 7,431.96 euros and a full-time workday (JP). The required qualification is that of a Higher Technician in Early Childhood Education or an equivalent degree, according to article 24 of Decree 49/2009.

Assumption of office and effects

The assumption of office must take place before the General Technical Secretariat of the corresponding department within one month starting from the day following the publication of the resolution in the Official Gazette of La Rioja. The assigned position will be permanent, equivalent for all purposes to one obtained by competition, in accordance with article 1.2 of Decree 78/1991, dated November 28.

The resolution exhausts all administrative remedies. An optional motion for reconsideration may be filed with the department itself within one month, or a contentious-administrative appeal may be filed before the Contentious-Administrative Chamber of the High Court of Justice of La Rioja within two months.

Relevance for the reader

With this appointment, the Riojan Administration consolidates the Early Childhood Education staff in public centers within the community, providing stability to three professionals who now occupy permanent positions. The measure reinforces the staffing of positions in schools in Calahorra and Rincón de Soto, within the framework of the regional public employment planning.
