La Rioja appoints IT technician Rueda Rodríguez as a career civil servant

The Regional Ministry of Finance, Public Governance, Digital Society and Government Spokesperson of La Rioja has appointed Iván Rueda Rodríguez as a career civil servant of the Technical Assistant Corps, Information Systems and Technologies Management scale (F.32/21). This is done via Resolution 2529/2026, of October 21, published in the Official Gazette of La Rioja no. 206, of Monday, October 26, 2026 (reference II.1180, file 202610210125133). The appointment concludes a selection process initiated in 2024 and requires the successful candidate to take office within one month.

A process open since 2024

The origin of the procedure is Resolution 1911/2024, of September 20, from the same Ministry, published in the Official Gazette of La Rioja no. 188, of September 26, 2024, which called for selective tests to fill a vacant position in the Corps of Special Administration Qualified Assistants (IT Technician) through the open access system, corresponding to the 2021 Public Employment Offer.

The Qualifying Tribunal formulated its appointment proposal on May 8, 2026, in accordance with base 8.2 of the call. Subsequently, Resolution 2456/2026, of September 17, from the General Directorate of Public Service (Official Gazette of La Rioja no. 182, of September 22, 2026) made public the final list of approved persons and the list of vacancies to be chosen.

Integration into the new corps and legal basis

The resolution is based on article 1.3 in fine of Decree 12/2026, of May 12, which approves the Public Employment Offer for the year 2026 (Official Gazette of La Rioja no. 90, of May 14, 2026), and on the fourth point of Resolution 2416/2026 (Official Gazette of La Rioja no. 201, of October 19, 2026), which resolved the integration procedure into the Technical Assistant Corps, Information Systems and Technologies Management scale, group B.

The applicable qualification requirements are those regulated in article 24.b) and in the Annex of Law 9/2023, of May 5, on the public service of the Autonomous Community of La Rioja. The appointment is also issued in accordance with article 26 of Royal Decree 364/1995, of March 10, and article 15.2.j) of the aforementioned Law 9/2023.

Assigned destination and conditions

The annex of the resolution details the only destination assigned in this procedure:

• Named person: Rueda Rodríguez, Iván (DNI *8482).
• Job position: IT Technical Assistant.
• Level: 17. Subgroup: B.
• Specific supplement: 5,976.96 euros.
• Working day: full-time (no reduction specified).
• Location: Logroño.
• Destination: 09.- Local Policy, Infrastructure and Fight against Depopulation; 090300.- Directorate General for Urban Planning and Housing.

The assumption of office must take place before the General Technical Secretariat of the corresponding Department within one month starting from the day following the publication of the resolution in the Official Gazette of La Rioja. The position will be permanent, equivalent for all purposes to that obtained by competition, according to article 1.2 of Decree 78/1991, of November 28.

Appeal process

The resolution exhausts the administrative route, in accordance with article 45 of Law 4/2005, of June 1, on the Operation and Legal Regime of the Administration of the Autonomous Community of La Rioja. The following may be filed against it:

• Optional appeal for reversal before the Department of Finance, Public Governance, Digital Society and Government Spokesperson, within one month from the day following publication.
• Contentious-administrative appeal before the Contentious-Administrative Chamber of the High Court of Justice of La Rioja, within two months.

The document was signed in Logroño on October 21, 2026, by the counselor Alfonso Simón Domínguez.

The appointment consolidates the IT technician position in the Directorate General for Urban Planning and Housing and closes a procedure that has lasted more than two years since the 2024 call, also passing through the integration process into the new Technical Assistant Corps. For the candidates who participated in the tests, the publication represents the final confirmation of the list of successful candidates; for the regional staff, it incorporates a member of staff with a permanent destination in subgroup B.
