La Rioja appoints Philosophy trainee official following postponement

The Department of Education and Employment of La Rioja has appointed Victoria Mateos de Manuel, a candidate for the body of Secondary Education Teachers specializing in Philosophy, as a trainee civil servant through Resolution 68/2026, dated August 24. The appointment, which will take effect from September 1, 2026, is published in the Official Gazette of La Rioja number 163, dated August 26, 2026, in section II on Authorities and Personnel.

The resolution, signed by Councilor Alberto Galiana García, culminates a process initiated in 2025, when the candidate passed the competition and examination phases and requested a postponement of the internship phase, which was granted by the General Directorate of Educational Management.

A selection process with postponement

The appointment stems from the selection procedures convened by Resolution 3/2025, dated February 7, of the Department of Education and Employment, published in the Official Gazette of La Rioja number 30, dated February 13. On July 21, 2025, the lists of candidates who passed the competition and examination phases were made public, including Victoria Mateos de Manuel.

• On July 22, 2025, she submitted a written request for the postponement of the internship phase.
• On July 30, 2025, the Director General of Educational Management granted the postponement.
• Clause 12.3 of the call establishes that those granted a postponement will join the internship once the full course has ended.

Effects and regime of the appointment

According to clause 12.3, candidates with a postponement are appointed as trainee civil servants effective from the start date of the school year in which they join, and as career civil servants effective from the school year following their declaration of aptitude. The appointment will take effect from September 1, 2026, provided that the effective incorporation into the internship assignments has occurred.

The regime for trainee civil servants shall be that established in Royal Legislative Decree 5/2015, of October 30, which approves the revised text of the Law of the Basic Statute of the Public Employee, Royal Decree 456/1986, of February 10, regarding the remuneration of trainee civil servants, and clause 11 of the call. Those who do not report to their assignments on the specified date will be understood to have waived the selection process, unless they had obtained a postponement.
