La Rioja signs Local Cooperation Fund agreements for three regional capitals

The Official Gazette of La Rioja (no. 167, of September 1, 2026) publishes in its section III the summaries of the agreements regulating the participation of the municipalities of Alfaro, Arnedo, and Calahorra in the District Capital Section of the Local Cooperation Fund of La Rioja for the year 2026. The three agreements, signed on July 15, 2026, were signed by the president of the regional Government, Gonzalo Capellán de Miguel, and by the mayors of each locality.

The publication is carried out through three resolutions from the General Technical Secretariat of the Ministry of Finance, Public Governance, Digital Society and Government Spokesperson, dated August 27, 2026, in accordance with the provisions of article 10 of Decree 13/2017, of April 12, which regulates the Electronic Registry of Agreements of the Autonomous Community.

A key fund for district capital municipalities

The purpose of the agreements is to determine the amount of each municipality’s participation in the district capital section of the Local Cooperation Fund, as provided for in articles 31 and 34 of Law 8/2025, of December 28, on the General Budgets of the Autonomous Community of La Rioja for 2026, as well as to establish the destination of the funds and the subsidy regime.

The financial contribution from the Government of La Rioja amounts to a total of 2,025,880 euros, distributed among the three city councils:

  • Alfaro: 429,425 euros (registry 2026/0596).
  • Arnedo: 617,898 euros (registry 2026/0597).
  • Calahorra: 978,557 euros (registry 2026/0598).

Signatories and validity

The agreements were signed by the president of the Government of La Rioja, Gonzalo Capellán de Miguel, together with the mayors of the three municipalities:

  • María Yolanda Preciado Moreno, mayor-president of Alfaro.
  • Rosa María Herce Arpón, mayor of Arnedo.
  • Mónica Mercedes Arceiz Martínez, mayor-president of Calahorra.

The publication resolution was signed in Logroño on August 27, 2026, by the head of the Government Secretariat and Parliamentary Relations Service, Begoña Sáinz Martínez. The agreements are valid from the date of their signature until December 31, 2026, without prejudice to the financing of all activities carried out since January 1, 2026.

Relevance for the municipalities

The District Capital Section constitutes essential financing for the municipalities that serve as capitals in their respective districts, by guaranteeing resources for services and actions of a supra-municipal scope. With the publication of these three agreements, the Government of La Rioja provides formal coverage for the transfer of funds that will allow Alfaro, Arnedo, and Calahorra to execute their programs throughout the 2026 fiscal year.
