La Rioja finances the basic social services network with 14 million

The Government of La Rioja has signed agreements with 14 associations of municipalities (mancomunidades) for the joint financing of programs and investments for the first-level Basic Network of the Social Services System, with contributions totaling 14,020,857.14 euros. Resolution 1365/2026, from the Technical General Secretariat of the Department of Finance, Public Governance, Digital Society and Government Spokesperson, orders the publication of the summary of these agreements in the Official Gazette of La Rioja number 180, dated September 18, 2026.

The agreements are published under Article 10 of Decree 13/2017, of April 12, which regulates the Electronic Registry of Agreements of the Autonomous Community of La Rioja. The resolution was signed in Logroño on August 27, 2026, by Begoña Sáinz Martínez, Head of the Government Secretariat and Parliamentary Relations Service, by delegation of the Technical General Secretariat (Resolution 894/2023, of July 20).

On behalf of the regional Executive, the Minister of Health and Social Policies, María Martín Díez de Baldeón, signed the documents. The agreements are identified by registration numbers 2026/0575, 2026/0576, 2026/0577, 2026/0579, 2026/0580, 2026/0581, 2026/0583, 2026/0585, 2026/0586, 2026/0590, 2026/0591, 2026/0592, 2026/0593, and 2026/0594.

First-level care and situations of vulnerability

The purpose of the agreements is the provision of first-level social services, guaranteeing their continuity through participation in the joint financing of programs in the areas of personal coexistence and social integration. Priority will be given to the financing of services and benefits included in the First-Level Portfolio of the Riojan Public Social Services System, as well as the urgent care of situations of lack of protection.

The agreements also provide for collaboration to finance equipment and other investments in locally-owned facilities that allow these programs to be developed.

Validity and processing

The validity of the agreements extends from January 1, 2026, to December 31, 2027, with signatures staggered between May 22 and July 10, 2026. The full text is available in the agreements search engine of the transparency portal of the Government of La Rioja.

The publication in the Official Gazette of La Rioja reports on a financing network that sustains first-level social care throughout the Riojan territory, from the most populated regions to the rural associations with lower budgetary capacity. The contributions from the regional Executive, which range from 224,245.18 euros for Alto Najerilla to 1,996,890.98 euros for Alhama Linares, guarantee the continuity of coexistence and social integration programs and the urgent response to situations of lack of protection during the next two fiscal years.
