La Rioja sets the participation of Rincón de Soto and Ezcaray in the Local Cooperation Fund

The Official Gazette of La Rioja (no. 168, of September 2, 2026) publishes in its section III, “Other provisions and acts,” the summaries of two agreements by which the Government of La Rioja sets the participation of the city councils of Rincón de Soto and Ezcaray in the Local Cooperation Fund of La Rioja for the year 2026. The direct grant, amounting to 142,882 euros and 82,173 euros respectively, is intended to finance the municipal services of both municipalities.

The publication is carried out through Resolutions 1368/2026 and 1366/2026, both of August 27, from the Technical General Secretariat of the Ministry of Finance, Public Governance, Digital Society and Government Spokesperson, in accordance with article 10 of Decree 13/2017, of April 12, which regulates the Electronic Registry of Agreements of the Autonomous Community.

A common budgetary framework

Both agreements are signed under articles 33 and 34 of Law 8/2025, of December 29, on the General Budgets of the Autonomous Community of La Rioja for the year 2026. Their purpose is twofold: to determine the exact amount of each municipality’s participation in the Section for municipalities with a population exceeding two thousand inhabitants of the Fund, and to establish the destination of the funds and the grant regime.

The agreements were signed by the president of the Riojan Government, Gonzalo Capellán de Miguel, along with the mayors of each locality:

  • Rincón de Soto: signed on July 23, 2026, by the mayor-president Javier Martínez Llorente, with registration number 2026/0612 and a contribution of 142,882 euros.
  • Ezcaray: signed on August 5, 2026, by the mayor-president Diego Antonio Bengoa de la Cruz, with registration number 2026/0614 and a contribution of 82,173 euros.

Validity and scope of financing

Both agreements will be in effect from the date of their signing until December 31, 2026, although all activities carried out since January 1, 2026, will be financed. In this way, the regional contribution covers practically the entire current budgetary year.

The signing of the documents is handled by the Head of the Government Secretariat and Parliamentary Relations Service, Begoña Sáinz Martínez, by virtue of the delegation established by Resolution 894/2023, of July 20, of the Technical General Secretariat. Support for municipal services

The publication of these agreements guarantees the town councils of Rincón de Soto and Ezcaray stable and predictable funding to sustain their municipal services during 2026. In a context of pressure on local treasuries, the Local Cooperation Fund is consolidated as a key instrument of economic cooperation between the Autonomous Community and its municipalities, ensuring direct resources without the need for competitive bidding.
