La Rioja allocates 3.1 million to development cooperation projects

The Government of La Rioja has announced the grants for international cooperation projects for development corresponding to the 2026 financial year, with a total allocation of 3,129,600 euros. The call is formalized through Resolution number 565/2026 of the Department of Culture, Tourism, Sport and Youth, published in the Official Gazette of La Rioja number 180, dated September 18, 2026, with the official reference 202609150124503 (III.3569).

The call is based on Order PRE/21/2019, of May 21 (Official Gazette of La Rioja number 62, of May 22, 2019), which establishes the regulatory bases for these grants, as amended by Order CDT/40/2026, of August 5 (Official Gazette of La Rioja number 153, of August 12, 2026). Amount and co-financing

The expenditure amounts to 3,129,600 euros, of which 2,885,600 euros are financed from the budget items of the Department of Culture, Tourism, Sport and Youth and 244,000 euros come from the City Council of Logroño, following the delegation carried out by Agreement of the Local Government Board on June 17, 2026.

Within the regional Government’s credit, 35,600 euros correspond to contributions from fourteen Riojan city councils:

• Aldeanueva de Ebro, Anguciana, Arnedo, Badarán, Briones, Cenicero and Clavijo.
• Entrena, Haro, Hornos de Moncalvillo, Medrano, Navarrete, Pradejón and Torrecilla en Cameros.

The amount may be increased under the terms provided for in the sole additional provision of Order PRE/21/2019, of May 21.

Requirements, deadlines and maximum amounts

Non-profit entities and groupings, with or without their own legal personality, of two or more non-profit entities that meet the requirements of article 4 of the aforementioned order may be beneficiaries. Projects must contribute to the human, social or economic development of the population of partner countries classified as recipients of Official Development Assistance by the Development Assistance Committee of the OECD.

• Application period: 16 business days from the day following the publication of the summary, before 2:00 PM on the final day.
• Maximum aid: 90% of the total project cost.
• Maximum duration: 24 months, with a maximum of two applications per entity.
• Maximum amounts: 100,000 euros up to 12 months; 150,000 euros between 12 months and one day and 18 months; 200,000 euros between 18 months and one day and 24 months.
• Payment: a single advance payment, in accordance with article 26.1 of Order PRE/21/2019.

Priorities of the 2026 Annual Cooperation Plan

The 2026 Annual Cooperation Plan establishes three priority lines of action for the evaluation of projects:

• Line 5: improvement of agricultural production and productivity with an environmental sustainability approach, increasing the income of small producers, particularly women, indigenous peoples, and family farming.
• Line 17: reduction of the number of people without access to water, with universal, equitable, and sustainable access to drinking water, sanitation, and hygiene.
• Line 19: facilitating decent employment for women and men, including youth and persons with disabilities, and equal pay for work of equal value.

The priority country for this call is Guatemala. The resolution was signed in Logroño on September 14, 2026, by counselor José Luis Pérez Pastor.

The call mobilizes more than three million euros in a single fiscal year and concentrates La Rioja’s public funding destined for NGOs, which may submit their projects until mid-October. The weight of municipal co-financing, with Logroño and fourteen city councils involved, reinforces the territorial nature of a policy that also requires awareness-raising activities in the municipalities providing funds.
