La Rioja announces a vacancy for Civil Protection Technician via competitive examination

The Regional Ministry of Finance, Public Governance, Digital Society and Government Spokesperson of La Rioja has published Resolution 2143/2026, of September 9, calling for selective tests for the provision of one vacant position in the Higher Faculty Body of Special Administration (Civil Protection Technician), belonging to Group A, Subgroup A1 of civil service personnel, via the open access system. The call, with file number F.08/25, appears in the Official Gazette of La Rioja number 175, of September 11, 2026, page 15515, section II (Authorities and Personnel), with reference BOR-A-20260911-II–1034.

The position is part of the Public Employment Offer for 2025, approved by Decree 33/2025, of July 15 (Official Gazette of La Rioja number 136, of July 17), which provided for the call for one position in this body via open access. The Ministry acts in exercise of the powers attributed in article 15.2.i) of Law 9/2023, of May 5, on the Civil Service of the Autonomous Community of La Rioja, and the resolution is signed by the regional minister Alfonso Domínguez Simón.

Requirements and submission of applications

To participate, it is necessary to meet the general requirements for access to public employment, including:

• Holding Spanish nationality or that of a member state of the European Union (or being a spouse or descendant under the provided terms).
• Being at least sixteen years of age and not exceeding the maximum compulsory retirement age.
• Holding a doctoral degree, licenciatura, engineering, architecture, or undergraduate degree.
• Holding a B driving license.
• Not having been dismissed through disciplinary proceedings nor being disqualified from public employment.

Applications shall be submitted exclusively by electronic means through the Electronic Office of the General Administration of the Autonomous Community of La Rioja (www.larioja.org/empleopublico), within a period of twenty business days from the day following the publication of the call. The examination fee amounts to 30.49 euros, with exemptions for people with a disability equal to or greater than 33%, job seekers, and large families.

Selection process: three competitive exercises

The selection procedure will be a competitive examination, consisting of three eliminatory exercises:

• First exercise: a questionnaire of 100 multiple-choice questions (25 from the general part and 75 from the specific part), in 100 minutes, scored from 0 to 20 points, with a minimum of 10 to pass; incorrect answers are penalized by 0.25 points.
• Second exercise: written development of a topic from the specific syllabus drawn at the time of the exam, in two hours, scored from 0 to 40 points, with a minimum of 20.
• Third exercise: resolution of one or several practical cases related to the specific syllabus, in three hours, scored from 0 to 40 points, with a minimum of 20.

The first exercise will be held between four and six months from the publication of the call. The order of appearance will begin with the letter ‘U’, according to the draw published by Resolution 131/2026, of January 20, of the General Directorate of Public Service (Official Gazette of La Rioja number 14, of January 22, 2026).

Qualifying Board and Syllabus

The Qualifying Board consists of:

• President: Jaime Torrijo Pascua; members Patricia Ilundain Herias, José María Martínez Vidaurre and Ana Sánchez Reina; secretary José Fermín Galilea Pascual.
• Substitutes: president Pedro Pablo Matute Lozano; members Esther Prieto Lezaun, Luis Fernando Saez Ortiz and María Laura Miguel Escudero; secretary Valvanera Bustamante Iruzubieta.

The binding syllabus appears in Annex II of the resolution, with a general part of 27 topics and a specific part of 80 topics focused on the civil protection system, the territorial and special plans of La Rioja (PLATERCAR, INFOCAR, INUNCAR, TRANSCAR, RADIOCAR), the CECOP SOS Rioja and emergency management.

The call opens a stable public employment opportunity in the field of emergencies and civil protection of the Riojan Administration, a technical profile of level A1 with planning and coordination functions for risks and catastrophes.
