La Rioja opens a call for the appointment of the Secretary of Infrastructure by free designation

The Department of Finance, Public Governance, Digital Society and Government Spokesperson has announced the filling, via the free appointment procedure, of the position of Secretary of the General Directorate of Infrastructure, a vacancy within the General Administration of the Autonomous Community of La Rioja. The call, identified as LD.09/26, is published in the Official Gazette of La Rioja number 158, dated August 19, 2026, in section II on Authorities and Personnel, and opens a period of 15 business days for the submission of applications.

The resolution, signed on August 17, 2026, by the regional minister Alfonso Domínguez Simón, is based on article 96 of Law 9/2023, of May 5, on the Public Service of the Autonomous Community of La Rioja, on Decree 78/1991, of November 28, which regulates the filling of positions for civil servants, and on the current Job Position Relations.

The announced position

The destination is framed within area 09 of Local Policy, Infrastructure and the Fight against Depopulation, within the General Directorate of Infrastructure, with the Job Position Relation code 0026. The essential data of the position are:

• Title: Secretary/General Director.
• Subgroup: C1/C2.
• Destination supplement: 18.
• Specific supplement: 10,444.20 euros.

Requirements and submission of applications

Career civil servants of the General Administration of the Autonomous Community of La Rioja, non-teaching staff, belonging to subgroups C1 and C2, may participate. Applications must be submitted exclusively by electronic means, through the Government of La Rioja website www.larioja.org/empleadosprovision, within the free appointments section.

The system will generate an acknowledgment of receipt with the date and entry registration number that will certify correct submission. Applications may be modified or canceled at any time during the period, although, once finished, no changes or withdrawals will be admitted. A curriculum vitae may also be sent by electronic means, with a limit of 20 Mb per submission.

Selection and effects

Selection will be carried out through the free assessment of the accredited merits and the personal and professional conditions of the candidates; the filling may be declared void even if the applicants meet the required requirements. The call will be resolved by the regional minister of Finance, Public Governance, Digital Society and Government Spokesperson, upon the proposal of the head of the corresponding Department or the Technical General Secretariat in case of delegation.

Transfers resulting from the resolution shall be considered voluntary. If the award causes transfers between Departments without a vacancy in the destination department, the corresponding redistribution of personnel will be carried out in accordance with Article 105 of Law 9/2023, based on seniority and uninterrupted tenure in the position. The resolution exhausts the administrative route; an optional appeal for reversal may be filed within one month, or a contentious-administrative appeal may be filed before the Contentious-Administrative Court of Logroño within two months.

An opportunity for internal mobility

This call represents a mobility opportunity for officials in subgroups C1 and C2 of the Riojan Administration, who may apply for a position of responsibility in the infrastructure area without the need to pass a selection process. Coverage by free appointment allows the Department to assess the merits and professional trajectory of the applicants, strengthening the management of a key area for the territorial development of the community.
