La Rioja announces 35,000 euro grants to promote cycling

The Official Gazette of La Rioja publishes in issue 178, dated September 16, 2026, the 2026 call for grants intended for activities promoting the use of the bicycle as a means of transport in the community. The measure, approved by Resolution 744/2026, of September 10, of the Department of Local Policy, Infrastructure and Fight against Depopulation, has a total budget of 35,000 euros and is processed under a competitive bidding regime.
The call develops the regulatory bases approved by Order STE/52/2022, of August 10, of the Department of Sustainability, Ecological Transition and Government Spokesperson, and is published as an extract in compliance with articles 17.3.b and 20.8.a of the General Subsidies Law 38/2003, of November 17. Beneficiaries and eligible activities
Private, non-profit entities, institutions, and organizations that carry out the activities to be financed within the scope of the Autonomous Community of La Rioja may apply for the grants. Public sector entities and those subject to the prohibitions of article 13 of Decree 14/2006, of February 16, regulating the legal regime of subsidies in the Riojan public sector, are excluded.
The following activities are considered eligible:
- Preparation and execution of informative and training actions, such as learning and improvement courses in the use of the bicycle, maintenance, repair or customization courses, exhibitions, talks, conferences, seminars, festivals, cycling marches, and the promotion of road safety.
- Drafting, translation, and publication of written and audiovisual materials.
- Conducting research on bicycle mobility.
- Organization of flea markets for the purchase and sale of second-hand bicycles and equipment.
- Attendance of members of the beneficiary entities at coordination or debate meetings with other public and private entities, or at training and study events.
- Other analogous activities.
Activities of a sporting nature are expressly excluded.
Amount, deadline, and processing
The total amount of the call amounts to 35,000 euros, which will be charged to budget item 09.02.4411.480.03 for the 2026 financial year. The actions subject to the grant must start and end between November 1, 2025, and October 31, 2026.
The application period is 15 business days starting from the day following the publication of the summary in the Official Gazette of La Rioja. The official application form is available on the Government of La Rioja website, in the Transport thematic area.
Regarding justification, activities already completed by the date of the call’s publication must submit the supporting documentation along with the application; the remainder must do so within 10 business days from the completion of the activity. The notification of grant or denial will be carried out through the Electronic Notifications system of the electronic office of the Government of La Rioja. The resolution was signed in Logroño on September 10, 2026, by the counselor Daniel Osés Ramírez.

The call reinforces the regional strategy to promote the bicycle as a daily transport alternative, with a budget that allows non-profit associations and collectives to finance training, research, and awareness campaigns. For Riojan entities, it represents an opportunity to obtain public funding for active mobility projects, within a competitive framework that prioritizes the quality and impact of the submitted proposals.
