La Rioja announces grants of 1,594 euros per student for adapted transport

The Official Gazette of La Rioja publishes this Friday, September 18, Resolution 37/2026, from the General Directorate of Educational Management, which establishes the procedure for requesting grants intended for the transport of students with multiple disabilities or motor disabilities in private subsidized centers. The call, referring to the 2026/2027 academic year, establishes a maximum amount of 1,594 euros per student and a submission deadline of 10 business days.

The regulation develops article 21.3 of Law 8/2025, of December 29, on the General Budgets of the Autonomous Community of La Rioja for 2026, which enables providing subsidized centers with Special Education units with a grant to finance the transport of students with serious mobility difficulties requiring adapted vehicles. The resolution is also based on Resolution 51/2025, of July 18, regarding the renewal of educational agreements for the 2025/2026 to 2030/2031 academic years, and on the proposal from the Subsidized Teaching and Educational Grants Service dated September 7, 2026.

The text occupies pages 16156 to 16158 of section III, with reference BOR-A-20260918-III–3572 and file number 202609160124512, and was signed in Logroño on September 14, 2026, by the Director General of Educational Management, Luis Manuel Herce Díez.

Who can apply and how much is paid

Beneficiaries may be private centers with subsidized Special Education units in La Rioja that meet the following conditions:

• Maintain a signed educational agreement in Special Early Childhood Education, Basic Compulsory Education, or Transition to Adult Life.
• Enroll students with multiple disabilities or motor disabilities with serious mobility difficulties at those levels.
• Manage the contracting of school transport via adapted vehicles with specialized companies in the sector.

The maximum annual amount is 1,594 euros per student and is paid monthly, in 12 installments, through the Other Expenses budget line. The total grant for the 2026/2027 academic year will be, at most, the result of multiplying the number of user students (N) by the maximum amount (M), and in no case may it exceed the actual cost of the service (C). Only students registered in the Racima platform and duly assessed will be counted.

Deadlines and processing

• Ordinary application period: 10 business days from the day following publication.
• Allegations to the provisional resolution proposal: 10 days from the day following its notification.
• Administrative appeal (recurso de alzada) before the head of the Department of Education and Employment: one month.

The application is submitted through the electronic office for the economic management of the educational agreement, accompanied by a copy of the adapted vehicle contract with the cost of the course, VAT included, and the supporting documents for the driver and companion expenses. The Service for Contracted Teaching and Educational Grants acts as the instructing body, reviews the applications, and submits the final proposal to the general director, who issues the resolution with the total amount per center.

Retroactivity and gratuity of the service

Exceptionally, grants for transport expenses for the 2025/2026 course may be paid retroactively, with a deadline of 10 days and an amount calculated at 1,312 euros per student, the amount established by Law 5/2024, of December 27, on the General Budgets of La Rioja for 2025. This expense will be paid in a single installment.

If the grant covers the total cost of the adapted transport, the service will be free for the student users; if the coverage is partial, the contracted center may charge the fees it determines, provided that, together with the grant, they do not exceed the cost of the service. In the retroactive case, the center must return the fees already paid by the families, in whole or in part, and provide documentary evidence before receiving the amounts.

The measure directly affects families with children enrolled in contracted Special Education centers and the centers themselves, which handle the contracting of the adapted transport. The call for applications arrives after the course has already started and with a short deadline, so centers must gather the contract and invoices within a few days to avoid losing the funding.
