The Minister of Education and Employment of the Government of La Rioja, Alberto Galiana García, signed on October 20, 2026, Resolution 87/2026, which resolves the call for the first work experience program and grants 811,947.36 euros for the hiring of 26 unemployed young people. The resolution is published in the Official Gazette of La Rioja number 205, dated October 23, 2026, in section III of other provisions and acts, with the official reference BOR-A-20261023-III–4011 and file number 202610210125135.
The call was based on Order TES/1152/2021, of October 24, which establishes the regulatory bases of the program within the framework of the Recovery, Transformation and Resilience Plan, and on Resolution 60/2026, of August 5, approving the expenditure and the call for 2026. The initially authorized credit amounted to 835,000 euros, distributed by items according to the type of beneficiary entity.
Distribution of credit and budgetary adjustment
Of the 835,000 euros called for, the majority corresponded to city councils (685,000 euros), followed by the University of La Rioja (50,000), foundations (60,000), and associations of municipalities, autonomous bodies, public companies, and consortia (10,000 euros each).
Ultimately, 811,947.36 euros are granted, with the following breakdown by budgetary application:
- 08.08.2411.461.03, first local experiences in city councils: 649,467.96 euros.
- 08.08.2411.462.02, first local experiences in associations of municipalities: 32,753.88 euros.
- 08.08.2411.441.02, first work experiences in foundations: 65,507.76 euros.
- 08.08.2411.449.02, first work experiences at the University of La Rioja: 64,217.76 euros.
The resolution releases 65,532.04 euros from the unexecuted items—including the 10,000 euros planned for autonomous bodies, public companies, and consortia, which received no applications—and approves an additional expenditure of 42,479.40 euros in the items for associations of municipalities, foundations, and the university, in accordance with article 23 of Decree 14/2006, of February 16.
Eighteen subsidized projects
The beneficiaries are fifteen city councils, one association of municipalities, one foundation, and the university. Each project receives between one and two twelve-month training contracts:
- Arnedo City Council (PEL-2026-012), “Impulsa: guidance, training and opportunities for young people”: 65,507.76 euros.
- Calahorra City Council (PEL-2026-016), modernization and digitalization of administrative procedures: 65,507.76 euros.
- Foundation for the Transformation of La Rioja (PEL-2026-022), packaging recyclability protocol: 65,507.76 euros.
- Villamediana de Iregua City Council (PEL-2026-014): 64,217.76 euros.
- Casalarreina City Council (PEL-2026-007): 64,217.76 euros.
- Anguiano City Council (PEL-2026-001): 64,217.76 euros.
- University of La Rioja (PEL-2026-023), organization of the 2026 Spanish University Championships: 64,217.76 euros.
- Alfaro City Council (PEL-2026-003): 53,710.08 euros.
- Igea City Council, Briñas City Council, Tudelilla City Council, Lumbreras City Council, Navarrete City Council and Valvanera Intermunicipal Association: 32,753.88 euros each.
- San Asensio City Council and Agoncillo City Council: 32,108.88 euros each.
- Cornago City Council and Huercanos City Council: 22,050.96 euros each.
Projects had to achieve a minimum of 8 points according to the assessment of the Technical Evaluation Commission (Annex II). The highest-scoring project was that of Arnedo, with 32 points, followed by Villamediana de Iregua, Calahorra, the Foundation for the Transformation of La Rioja and the University of La Rioja, all with 32 points and tie-broken by date and time of registration.
Seven projects on reserve
Annex IV places seven applications on reserve that do not receive funding because the remainder between the amount called for and the amount granted is not sufficient for the next grant in order of priority:
- Association of the Towns of Moncalvillo (PEL-2026-015): 32,108.76 euros.
- Ausejo City Council (PEL-2026-017) and Ábalos City Council (PEL-2026-018): 32,753.88 euros each.
- Tourism Development Association of Ábalos, Briones, San Vicente de la Sonsierra and San Asensio (PEL-2026-024): 32,753.88 euros.
- Ribafrecha City Council (PEL-2026-010): 32,753.88 euros, penalized with 0 points for renouncing a previous project.
- Haro City Council (PEL-2026-009): 21,405.94 euros.
- Murillo de Río Leza City Council (PEL-2026-020): 22,050.96 euros.
Projects must begin within a maximum period of two months from the notification of the resolution. Against the resolution, which ends the administrative process, an appeal for reversal may be filed within one month or a contentious-administrative appeal within two months before the High Court of Justice of La Rioja.
The call for applications mobilizes nearly all the planned credit and confirms that small town councils are the primary recipients of the program: fifteen of the eighteen granted projects correspond to local councils, mostly with fewer than a thousand inhabitants, which will be able to hire young people between 16 and 30 years old without previous experience for one year.
