La Rioja grants 70,677 euros to 22 town halls for rubble and pruning
Por FactBox Admin

The Department of Agriculture, Livestock, Rural Affairs and Environment of the Government of La Rioja has resolved the 2026 call for grants to city councils for the correct management of waste, with a total granted amount of 70,677.50 euros distributed among 22 councils. The decision is formalized in Resolution number 358, signed in Logroño on October 2, 2026, by the Director General of Environmental Quality, Climate Change and Water, Isabel Vitoria Díez, and published in the Official Gazette of La Rioja number 204, of October 22, 2026 (reference BOR-A-20261022-III–3992, file 202610200125100).
Two lines of action and 75,000 euros in funding
The call, approved by Resolution 489/2026, of March 24, is based on the regulatory bases of Order AGM/9/2025, of January 23, and has a total budget allocation of 75,000 euros charged to application 05.05.4713.461.00 ‘Environmental Quality, Waste and Circular Economy’, project 90.007.7 ‘Waste Actions’.
The funds are divided into two lines:
- Line 1 (rubble): collection, transport and treatment of rubble from minor construction or home repair work, funded with 30,000 euros.
- Line 2 (pruning): collection, transport and treatment of plant waste from pruning and gardening, shredded at the source, funded with 45,000 euros.
The subsidized percentage depends on the population registered according to the INE in the year of the call’s publication, such that the aid increases as the municipality becomes smaller:
- Up to 500 inhabitants: 95% of the cost.
- From 501 to 1,500 inhabitants: 90%.
- From 1,501 to 2,500 inhabitants: 85%.
- From 2,501 to 5,000 inhabitants: 80%.
All applicants are beneficiaries
The pruning line received five applications for 14,100 euros and all were granted, with 13,215 euros awarded. Since the 45,000 euro allocation was not exhausted, the remainder was reassigned to the rubble line, which concentrated 21 requests for 61,750 euros and received 57,462.50 euros. In total, 70,677.50 euros are committed, leaving 4,322.50 euros of uncommitted credit, which the resolution cancels and releases.
The city councils benefiting from the rubble line are:
- Viguera (5,700 euros), Mansilla de la Sierra (1,615), Villavelayo (1,615), Igea (2,475), Lumbreras de Cameros (1,187.50), Corera (2,375), Galilea (1,710), Bergasillas Bajera (1,425), Ausejo (5,625), Villoslada de Cameros (2,375) and Cuzcurrita de Río Tirón (5,940).
- Casalarreina (4,500 euros), Valdemadera (475), Aguilar del Río Alhama (475), El Villar de Arnedo (900), San Vicente de la Sonsierra (2,160), Ollauri (3,800), Ocón (4,275), Leza de Río Leza (760), Laguna de Cameros (2,375) and Clavijo (5,700).
Under the pruning line are Tirgo (4,750 euros), Villoslada de Cameros (950), San Vicente de la Sonsierra (3,240), Laguna de Cameros (1,425), and Clavijo (2,850). Four municipalities—Villoslada de Cameros, San Vicente de la Sonsierra, Laguna de Cameros, and Clavijo—receive aid through both channels.
Execution and justification deadlines
The subsidized actions must be executed during 2026 and justified by November 1, 2026, in accordance with article 14 of Order AGM/9/2025 and the eleventh section of Resolution 489/2026. Payment will be made in a single installment per fiscal year, following verification by the instructing body.
The processing recorded no objections: the provisional proposal was published in the Official Gazette of La Rioja number 131, dated July 13, 2026 and, after the ten-day period stipulated in article 11 of the order, none were submitted. The Delegated Comptroller’s Office issued a favorable report on October 1, 2026. Against the resolution, which exhausts the administrative route, an optional appeal for reversal may be filed within one month, or a contentious-administrative appeal before the High Court of Justice of La Rioja within two months.
The distribution confirms the criterion of positive discrimination toward rural areas: municipalities with 15 inhabitants such as Valdemadera or 40 such as Leza de Río Leza access 95% of the cost, while towns with more than a thousand inhabitants, such as Casalarreina or San Vicente de la Sonsierra, remain at 90%. For some town councils with tight budgets, the aid almost entirely covers a service—the removal of debris from domestic works and pruning remains—that would otherwise be difficult to finance and whose abandonment in ditches and vacant lots carries environmental and penal costs.
