La Rioja grants 5.17 million for unemployed training

The Department of Education and Employment of the Government of La Rioja has resolved the 2026 public call under a competitive bidding process intended to finance training actions from the National Catalog of Vocational Training Offers and Key Competencies aimed at unemployed workers. The decision is detailed in Resolution 67/2026, of August 20, published in the Official Gazette of La Rioja number 163, of August 26, 2026, with official reference BOR-A-20260826-III–3297.

The call, whose summary was published in the Official Gazette of La Rioja number 71, of April 16, 2026, started with a maximum budget of 5,175,000 euros distributed across the 2026, 2027, and 2028 fiscal years. Following the evaluation of the applications, the effective grant amounts to 5,173,293.60 euros, financed with state funds distributed to the autonomous community and co-financed by 60% by the European Social Fund Plus (ESF+) through the 2021-2027 Operational Program of La Rioja.

Processing and Calendar

The deadline for submitting applications ended on May 8, 2026. The Directorate General for Vocational Training issued the provisional resolution proposal on June 30, 2026, notified on the virtual notice board and on the Department’s website. After the appeals period, which concluded on July 14, 2026, the final proposal was signed on August 7, 2026, and received a favorable audit report from the Delegated Comptroller on August 11, 2026.

During the appeals process, written submissions were presented by the entities Adr Infor S.L., Cross Business Time S.L., and the Construction Labor Foundation, in addition to the waiver to execute a training action by Miguel Ángel Ladrón Jiménez (Tutor Educational Center). The report on said appeals is included in Annex VII of the resolution.

Distribution of Aid

The granted amount is distributed among the beneficiary entities according to their legal nature:

• For-profit entities (application 0805.24121.470.01): 4,810,309.50 euros.
• Non-profit entities (application 0805.24121.480.00): 362,984.10 euros.
• Local corporations (application 0805.24121.461.02): 0 euros.

By annual installments, the authorized expenditure is distributed as 1,268,771.85 euros for 2026, 2,537,939.20 euros for 2027, and 1,366,582.55 euros for 2028. The entities commit to starting the courses in the proposed year, with no possibility of extensions, except for advancements of the 2027 installment upon reasoned request.

Regulatory Framework

The resolution is based on Organic Law 3/2022, of March 31, on the organization and integration of Vocational Training, Royal Decree 659/2023, of July 18, which develops the organization of the system, and Decree 14/2006, of February 16, regulating the legal regime of subsidies in the public sector of La Rioja. The operation is part of the employment training objective of the Department’s Strategic Plan for the 2024-2026 period, with actions that include hiring commitments.

The granting of these grants provides a direct boost to the employability of unemployed people in La Rioja by financing professional certificates and key competencies that facilitate their labor market insertion. With European co-financing from the ESF+, the program reinforces social cohesion and job opportunities in the community, benefiting thousands of unemployed individuals and the training entities that provide the courses.
