La Rioja grants 394,691 euros to youth associations for 2026

La Rioja concede 394.691 euros a asociaciones juveniles para 2026

The Regional Minister of Culture, Tourism, Sport and Youth of La Rioja, José Luis Pérez Pastor, has resolved to grant 394,691.55 euros in subsidies to youth associations in the community for the 2026 fiscal year. The resolution is published in the Official Gazette of La Rioja (Boletín Oficial de La Rioja) no. 179, dated September 17, 2026, with reference 202609140124479, and serves as official notification. The text details the beneficiary projects as well as the denied, inadmissible, and withdrawn applications.

The call for applications was approved via Resolution 518/2026, dated March 24, from the Regional Ministry of Culture, Tourism, Sport and Youth, and is governed by Order 5/2017, dated June 7, regarding regulatory bases, Law 38/2003, dated November 17, General Law on Subsidies, and Decree 14/2006, dated February 16. Since the maximum amount called for was an estimate, the resolution authorizes a complementary credit of 44,881.24 euros: 27,676.89 euros come from budget line 07.04.2711.480.06 and 17,204.35 euros from budget line 07.04.2711.461.01. The granted expenditure is charged to budget line 07.04.2711.480.03.

The processing accumulated several reports and minutes: the report from the instructing body dated July 22, 2026, the minutes of the Evaluation Commission dated July 23, the provisional resolution proposal dated July 24, the report from the Youth Promotion Service dated August 13, the final minutes of the Evaluation Commission dated August 14, and the favorable prior audit from the Comptroller’s Office (Intervención) dated September 10. The resolution was signed in Logroño on September 11, 2026. In the same issue of the gazette, Resolution 561/2026 is published, which resolves a different line of funding—that of emblematic initiatives regarding youth emancipation—endowed with 224,538.07 euros.

Nearly 400,000 euros for the youth associative fabric

The annex of grants distributes the amount among more than seventy projects submitted by entities from across the community. The highest grants are as follows:

  • Arpa-Autismo Rioja (G26052183): 40,000.00 euros for “Incluirte: empowerment for young people with autism”.
  • Ymca (G28659308): 27,000.00 euros for “YMCA+Joven”.
  • Fundación Pioneros (G26341529): 21,895.92 euros for “Promotional actions for youth participation”.
  • Cruz Roja Española (Q2866001G): 16,943.35 euros for “Conecta y Aprende”.
  • Asociación Cultural Chaman Artes Escénicas (G26557496): 13,756.23 euros for the FITLO, Ibero-American Theater Festival of La Rioja.
  • Asociación Cultural Juvenil Peña Juventud de Nájera (G26407882): 12,986.92 euros for the gathering of Riojan peñas.
  • Asociación Juvenil Teatral On & Off (G26301556): 11,172.01 euros for “Jóvenes en escena”.
  • Asoc. Celíaca de La Rioja (G26270421): 11,069.08 euros for the Aceri youth summer camp.
  • Asoc. de Atención a Personas con Parálisis Cerebral de La Rioja-Aspace Rioja (G26025031): 9,905.17 euros for its vacation program.

Camps, educational leisure and disability

A large part of the money is allocated to camps and educational leisure activities. Scout groups such as Monte Yerga, Ntra. Sra. de Guadalupe 50, Vallaroso, 109 Monte Clavijo, 7 Valles de la Vid and Sierra de Cameros 288 receive aid, along with leisure schools such as Calle Activa, Ayuco and Don Bosco, and entities such as Fundación “Itaka-Escolapios”, Asociación Juvenil “El Refugio”, Asociación Juvenil “Glera” and Asociación Juvenil “Jucoma”.

The field of disability and inclusion concentrates several grants: Down La Rioja (G26118216) receives 5,904.09 euros for its summer camp; the Asociación Promotora de Personas con Discapacidad Intelectual Adultas (G26035980) adds four projects, and the Fundación Ramón Rey Ardid (G50491166) obtains 6,456.84 euros for “Conecta Salud Mental 2026”. Also listed are Asur, El Colletero, Asociación Promoción Gitana de La Rioja, Asociación Pro-Infancia Rioja and En Kanto Vocal, among others.

Denied, inadmissible and withdrawn

The resolution closes the door to several requests:

  • Denied: Asoc. Juvenil Manfred On Tour (“Rutea La Rioja 2026”), Fundación Educativa Jesuitas Norte (“Climate library Raíces de Papel”) and Grupo Scout “Vallaroso” (“Morocco Project”), for not being regulated within the subsidizable concepts of the call or of Order 5/2017.
  • Inadmissible: Asociación Ayedo, for submitting the application after the deadline.
  • Withdrawn: Asamblea de Jóvenes de Bergasa (“Celebration of La Rioja Day”) and Asociación de Trabajadores e Inmigrantes Marroquíes (ATIM) (“Fórmate: crece y avanza”).

Deadlines and means of appeal

Publication in the official bulletin replaces individual notification, such that beneficiaries may begin the justification process under the terms and deadlines of section Ten of Resolution 518/2026. An optional appeal for reversal may be filed before the Minister of Culture, Tourism, Sport and Youth within one month, or a contentious-administrative appeal may be filed before the Contentious-Administrative Chamber of the High Court of Justice of La Rioja within two months.

The decision directly affects the associative fabric of La Rioja and the families using its programs: nearly 400,000 euros support camps, educational leisure activities, inclusion projects, and care for disability, autism, and celiac disease during the 2026 academic year, while a dozen applications are excluded for formal reasons or lack of alignment with the guidelines.
