La Rioja grants 351,776 euros to seven demonstrative agricultural holdings

The General Directorate of Agriculture and Livestock of the Government of La Rioja has resolved the 2026 call for grants for demonstration actions of new production techniques in agricultural holdings, with 351,776.10 euros awarded to seven beneficiaries. The decision is detailed in Resolution 2082/2026, dated September 17, published in the Official Gazette of La Rioja no. 185, dated September 25, 2026 (reference BOR-A-20260925-III–3621). The text bears the signature of the general director, María Jesús Miñana Sierra.

The aid is part of the CAP Strategic Plan (PEPAC) 2023-2027 and is governed by Order AGM/74/2024, dated October 11, which approves the regulatory bases. The call was approved by Resolution 276/2026, dated February 13, of the Department of Agriculture, Livestock, Rural World and Environment, with an initial expenditure of 450,000 euros. The grant intensity reaches 100% of eligible costs, with a maximum of 40,000 euros in the first year of execution and 15,000 euros in each subsequent year for multi-annual actions. The aid is co-financed with 45% from the EAFRD, 46% from the Department, and 9% from the Ministry of Agriculture, Fisheries and Food.

Seven subsidized projects and four denied

13 applications were received between February 18 and March 18, 2026. One was declared withdrawn (AD_26_06, José Benito Barrio Domínguez) and another renounced (AD_26_11, Champra SAT 2336), leaving 11 files for evaluation.

Beneficiaries and aid granted:

• El encinar de Ocón S. L. (B26524249): 83,194.74 euros.
• Guillermo Alcantud Roldán: 72,750.91 euros.
• Adrián Ceniceros Román: 67,025.67 euros.
• Jesús Fernández Bretón: 47,854.36 euros.
• Dequelia CB (E10596658): 32,898.61 euros.
• Pablo Isaac Mayoral: 24,727.80 euros.
• Raquel Sáenz Blanco: 24,324.00 euros.

The denied files are AD_26_07 (María Sagrario Manzanos Álvarez), AD_26_10 (Óscar Fernández Fernández) and AD_26_12 (Begoña Fernández Galilea), for not reaching the minimum required score, and AD_26_08 (Bricalvet, SL, B26503599), for not being the holder of an agricultural holding.

Redistribution of expenditure by annual installments

The resolution redistributes the expenditure between budget applications 05.02.02.4612.474.00 and 05.02.02.4612.774.00 of project 80.500/2, with the following global distribution:

• 2026: 150,569.46 euros.
• 2027: 80,257.32 euros.
• 2028: 63,641.70 euros.
• 2029: 58,307.62 euros.

Allegations and expenditure adjustments

The Selection and Evaluation Committee met on September 2, 2026, to assess the appeals for files AD26_01, AD26_02, AD26_10, and AD26_12. The appeal from Dequelia CB regarding the allocation of planting expenses was accepted, as were those from Guillermo Alcantud Roldán concerning the investment schedule, with an adjustment to 15,000 euros annually for the years following the first. The appeals from Óscar Fernández Fernández and Begoña Fernández Galilea were rejected. Several files saw their aid reduced due to the inclusion of non-subsidizable VAT, a lack of offers, or incompatibility with other subsidies, as is the case with AD_26_13 (Raquel Sáenz Blanco).

Justification deadlines and appeal channels

Subsidizable activities and supporting documentation must be submitted by September 30 for the 2026 fiscal year and by June 30 for 2027, 2028, and 2029. Against the resolution, which concludes the administrative process, an optional appeal for reversal may be filed before the Counselor within one month, or a contentious-administrative appeal may be filed before the Contentious-Administrative Court of La Rioja within two months.

The resolution closes the 2026 call and specifies the public support for agricultural experimentation in the community, with seven Riojan farms receiving funding to test new production techniques over the next four fiscal years.
