Por FactBox Admin

The General Directorate of Rural Development of the Government of La Rioja has resolved the 2026 call for grants for investments in the modernization and improvement of agricultural holdings with 175 approvals and 63 denials. The decision is formalized in Resolution 452/2026, signed on September 28, 2026, by the general director, David Martín Civera, and published in the Official Gazette of La Rioja (BOR) number 191, dated October 5, 2026. The resolution commits an expenditure of 5,681,187.07 euros distributed between the 2027 and 2028 fiscal years.
Context: a call with 243 applications
The call was approved by Resolution 1789/2025, from the Department of Agriculture, Livestock, Rural World and Environment, published in BOR number 231 on November 27, 2025. The submission period extended from November 28, 2025, until 2:00 PM on December 18, 2025.
243 applications were submitted. Five of them did not correctly address the request for correction published on June 8, 2026, and were denied due to withdrawal via a resolution on June 26, and were therefore excluded from the procedure. The remaining 238 were admitted for processing and ordered and scored according to the priorities of the call.
The grants are part of the CAP Strategic Plan 2023-2027 and are governed by Order AGM/5/2024, of February 13, regarding regulatory bases, as amended by Order AGM/5/2025, of January 21.
From the provisional proposal to the final result
The Examination and Evaluation Commission met on July 16, 2026, and determined the applications and budgets to be subsidized. The provisional proposal was published in the BOR on July 21, 2026, opening a ten-day period for allegations and hearings.
The following were submitted in response to that proposal:
- 11 total or partial waivers of part of the investments.
- 59 allegations from applications for which both approval and denial had been proposed.
The commission met again on September 1 and 2, 2026, to study the allegations and documentation. The final result reduced the planned approvals from 182 to 175 and increased the denials from 56 to 63.
Reasons for the 63 denials
Annex II of the resolution details the causes for denial, which in summary are:
- 28 applications withdrew after having requested the aid.
- 15 presented an ineligible investment.
- 6 did not meet the beneficiary conditions.
- 18 did not reach the minimum priority points.
Four files were denied for two simultaneous reasons. Among the beneficiaries are individual owners and companies such as Bodegas Roda SA (Haro), Cultivos Riojal, S.L. (Autol), and Hongos Dian SL (Autol).
5.68 million and execution deadlines
The expenditure commitment amounts to 5,681,187.07 euros, charged to budget item 05.03.4121.770.00 “To Private Companies”:
- 3,987,973.09 euros charged to the 2027 financial year.
- 1,693,213.98 euros charged to the 2028 financial year.
The resolution also cancels an expenditure authorization of 18,812.93 euros (12,026.91 euros from 2027 and 6,786.02 euros from 2028), corresponding to the uncommitted balance.
The execution of investments and the submission of supporting documents must be carried out before April 30, 2027, for files allocated to 2027, and before April 30, 2028, for those of 2028. An extension may be requested before March 30 of the assigned financial year, with a maximum extension of three months, extendable to five in the case of civil works.
European co-financing and appeals
The grants may be co-financed by 45.00% from the EAFRD, 9.00% by the Ministry of Agriculture, Livestock and Environment, and the remaining 46.00% by the Regional Ministry. The resolution has a favorable prior audit report from the Delegated Comptroller dated September 28, 2026.
Against the resolution, which exhausts administrative remedies, an optional appeal for reversal may be filed before the Regional Minister within one month, or a contentious-administrative appeal may be filed before the Contentious-Administrative Chamber of the High Court of Justice of La Rioja within two months.
The resolution closes the 2026 call and determines which Riojan farmers and livestock breeders will receive European, state, and regional funds to modernize their holdings, with an execution schedule extending until 2028.
