La Rioja grants 1.5 million for municipal rural roads.

The Official Gazette of La Rioja publishes this Friday, August 14, the Resolution 332/2026 of the Directorate General for Rural Development, granting subsidies for the creation or improvement of municipal agricultural infrastructures corresponding to the second public call of 2025. The resolution commits EUR 1,484,322.68 charged to the 2027 financial year and benefits 43 files from Riojan municipal councils, 41 of them for rural roads.

The call started from a budgetary availability limit of EUR 1,500,000, initially distributed 80% for roads and 20% for other infrastructures. The aid is framed within the CAP Strategic Plan and may be co-financed at 45% by the European Agricultural Fund for Rural Development (EAFRD); the Ministry of Agriculture provides 9% of the public co-financing and the Department of Agriculture, Livestock, Rural World and Environment the remaining 46%. The regulatory basis is Order AGM/34/2024, of May 14 (BOR no. 96, of May 17, 2024), and the call was approved by Resolution 1682/2025. The agreement appears in section III “Other provisions and acts” of BOR no. 155, pages 14338 to 14346, with secure verification code BOR-A-20260814-III–3193.

A process under competitive bidding

57 files were submitted to the call, according to Annex I of the resolution:

54 applications for investment in municipal roads;
3 for other agricultural infrastructures (cattle guard, phytosanitary storage tank and weighbridge).

The Selection Committee met on May 12, 2026, and the provisional proposal was published and notified on May 25, with a ten-day period for allegations. A single allegation was submitted, file CAM-26-0055 from the Villar de Arnedo City Council, which was upheld by raising its eligible investment to EUR 24,387.75. The report of the managing centre, of July 17, 2026, and the favourable audit by the Delegated Intervention, of July 30, closed the file, signed in Logroño on August 6, 2026 by the Director General for Rural Development, David Martín Civera.

EUR 1.43 million for 41 road projects

The budgetary availabilities allowed road files up to the 38-point stratum to be attended, with priority for beneficiaries with fewer aid approvals in the last five calls and, in case of a tie, for applications with greater investment. The amount granted for roads amounts to EUR 1,438,836.28, distributed among 41 files, including:

Arnedo, with the largest subsidy (49,179.04 euros);
Grañón, Cihuri and Tudelilla, with 60,000 euros each;
San Asensio, Entrena, Albelda de Iregua and Briones, with 50,000 euros each;
the Minor Local Entities of Villaseca de Rioja and Quintanar de Rioja, with 30,606.23 and 11,364.79 euros.

For other infrastructures, 45,486.40 euros are granted to two projects: the phytosanitary storage facility of the City Council of Calahorra (34,356.36 euros) and the cattle grid of the City Council of Terroba (11,130.04 euros). The remaining applications are denied: withdrawals (Haro, Agoncillo, Muro de Aguas, Pedroso and Huércanos), duplication (Arnedo), penalty for non-execution (Santa Engracia de Jubera and Rodezno), lack of minimum score (Casalarreina, Villar de Torre, Villamediana de Iregua and Treviana) and lack of budget (Fonzaleche and Leiva, the first application left outside the budget allocation).

Deadlines and obligations of beneficiaries

The investments must be executed and justified before 17 June 2027, charged to the 2027 budget items 05.03.4121.761.01 and 05.03.4121.763.01 of the Regional Ministry. Municipalities must comply with public procurement regulations (Law 9/2017) and publicise the European funding: a poster of minimum size A3 when the aid exceeds 10,000 euros and an explanatory plaque when it exceeds 50,000. The resolution exhausts the administrative route: an appeal for reconsideration may be lodged within one month before the Regional Minister for Agriculture, Livestock, Rural World and Environment, or administrative contentious proceedings within two months before the Administrative Chamber of the High Court of Justice of La Rioja.

Impact on rural areas

The resolution arrives at a key moment for Riojan municipalities, which face the improvement and conservation of a network of agricultural roads essential for access to farms, vineyards and plots. With 43 funded projects and a commitment of nearly 1.5 million euros, the 2025 call makes the EAFRD the main driver of an investment that rural municipalities could hardly assume on their own, in line with the objectives of the CAP Strategic Plan 2023-2027.
