La Rioja grants 1.5 million in wine-growing aid to eight wineries

The General Directorate of Rural Development of the Government of La Rioja has resolved to grant 1,513,882.66 euros in subsidies for investments within the Spanish Wine Sectoral Intervention (ISV) 2024-2027 for the 2026 call. The decision is detailed in Resolution 397/2026, signed on September 1, 2026, by the general director David Martín Civera, and published in the Official Gazette of La Rioja number 169, dated September 3, 2026 (reference BOR-A-20260903-III–3383).

Regulatory Framework

The grants are processed through competitive bidding at the state level and are fully financed by EAGF (European Agricultural Guarantee Fund) funds. The call is supported by Order ATP/14/2023, of March 19, which establishes the regulatory bases, and by Royal Decree 905/2022, of October 25, which regulates the Wine Sectoral Intervention within the framework of the Strategic Plan for the Common Agricultural Policy.

For the 2026 call, 18 applications were received within the deadline. Following documentary verification, the provisional list with 15 selected applications was published in the Official Gazette of La Rioja number 70, dated April 15, 2026, and the provisional resolution in number 133, dated July 15, 2026. The maximum budget availability limit assigned to La Rioja by the Sectoral Conference on July 7, 2026, was set at 1,513,882.66 euros charged to the 2027 EAGF financial year.

Beneficiaries and Amounts

Ultimately, 8 files are approved, totaling an admissible investment of 4,307,805.05 euros and a theoretical subsidy of 1,723,122.03 euros, limited to the available funds. The beneficiaries are:

  • Bodegas Santalba SA (2026/002): €485,222.08
  • Bodegas Miguel Merino S.L. (2026/001): €270,167.78
  • Bodegas Navajas SL (2026/006): €184,392.00
  • Bodega CM de Matarromera SL (2026/012): €104,096.78
  • Unión Viti Vinícola SA Viñedos de Cenicero (2026/004): €89,422.05
  • Bodegas Proelio SLU (2026/008 and 2026/014): €58,597.83 and €84,434.38
  • Bodegas Urbina SL (2026/015): €40,396.83
  • Viñedos de Aldeanueva S.Coop. (2026/010): €381,544.93 (partial approval until budget is exhausted)

Denials and Conditions

Files 2026/003, 2026/005, 2026/006, 2026/007, 2026/009, 2026/011, 2026/013, 2026/016, 2026/017 and 2026/019 are denied due to lack of budget, failure to reach the minimum score of 25 points, or express waiver. The aid rate is 40% financing with 100% EAGF funds, with reductions based on company size.

Beneficiaries must execute the investments and justify the expenditure before 2:00 PM on April 30, 2027, provide a 15% performance bond, and certify the durability of the operations for three or five years depending on the size of the company. Approved investments include the new construction of bottle storage, expansion of facilities, digitalization, energy efficiency, renewable energies, and improvement of bottling capacity.

Impact

The resolution represents a direct boost to the modernization of the Riojan wine-growing fabric, with investments oriented toward production, marketing, and sustainability. The execution of these projects, financed with European funds, reinforces the competitiveness of wineries and cooperatives of the DOCa Rioja within a context of sector transformation.
