La Rioja concede 1,22 millones a 33 proyectos Leader del Ceip Rural

The Official Gazette of La Rioja publishes this Wednesday, in issue number 208, Resolution 514/2026 of the Director General of Rural Development, David Martín Civera, by which the grants for the 2026 call of the European Information and Promotion Center for the Rural Environment (Ceip Rural) are granted. The resolution, signed in Logroño on October 20, 2026, and with reference BOR-A-20261028-III–4025, commits 1,222,907.85 euros for 33 files out of the 64 initially submitted.

A framework of 1.3 million and 64 applications

The subsidies are based on Order AGM/46/2024, of July 5, which regulates the bases of the Leader regional intervention of the CAP Strategic Plan (PEPAC) in La Rioja for the 2023-2027 period, and on Resolution 1963/2025, which approved the expenditure and ordered the publication of the 2026 call (Official Gazette of La Rioja number 244, of December 17, 2025). The grants are charged to the regional intervention 7119 Leader.

The call approved an expenditure of 1,300,000 euros, of which 225,500 euros were reserved for rural ticket projects. The maximum limit of budget availability was set at 1,225,000 euros charged to 2027 and 75,000 euros charged to 2028.

During the period, 64 applications were submitted, with a total requested investment of 4,687,574.89 euros. The provisional proposal was published on July 2, 2026, and five appeals were filed against it, which were resolved in the final resolution.

How the money is distributed

Of the 64 files, 33 meet the requirements to be beneficiaries and appear in the annex of approved projects:

  • 16 productive: eight rural tickets (a bonus of 10,000 euros in 2027 and 5,000 in 2028 each) and eight for investment.
  • 17 non-productive, including those of the Clavijo City Council (138,944.62 euros), Ventosa City Council (105,455 euros), Murillo de Río Leza City Council (80,000 euros), and the Anguiano, Matute and Tobía Association of Municipalities (58,087.38 euros).
  • Among the approved rural tickets are Eva Olarte Ruiz, Jennifer Martín Sánchez, Gala Nea Pagniez Compaire, Lucía Gómez Martínez, Olga María Camino Sevilla, Mario Jodrá Olarte, and Sonia Marín Espinosa.

The total amount is distributed as 1,182,907.85 euros charged to 2027 and 40,000 euros to 2028, which requires the redistribution of credit between budget applications and the cancellation of the remaining expenditure. The grants may be co-financed with 45% from the EAFRD, 9% from the Ministry of Agriculture, and the remaining 46% from the Department of Agriculture, Livestock, Rural World and Environment.

The 31 files that are left out

The other 31 files are denied. Four are due to lack of budget, including the Arrúbal City Council (265,593.60 euros) and the Villamediana de Iregua City Council, which would have been entitled to aid of 156,919 euros and whose available surplus (77,092.15 euros) does not reach the required 50%. Another eight files are dropped due to withdrawal, seven due to a negative grantability report from the General Directorate of Rural Development, and eleven due to lack of documentation.

The resolution expressly excludes file EP1-26-1081, promoted by Valdezcaray, S.A., as there is no appropriate budget item for a regional public company, in accordance with the principle of specificity of credits established in Article 42 of Law 11/2013, of October 21, on the Public Finance of La Rioja.

Execution deadlines and claims

Investments allocated to 2027 must be executed by May 31, 2027, at 2:00 PM, with the possibility of an extension of up to three months requested one month before the end of the deadline. In the case of the rural ticket, the first payment of 10,000 euros is requested nine months after the resolution and the second of 5,000 euros at 18 months.

The resolution ends the administrative process: an appeal for reversal may be filed before the Minister of Agriculture, Livestock, Rural World and Environment within one month, or a contentious-administrative appeal before the High Court of Justice of La Rioja within two months. The file received favorable auditing from the Delegated Comptroller of the Ministry on October 15, 2026.

The call leaves out nearly half of the applicants: the 4.68 million euros of requested investment triple the available credit, so the final distribution rewards the best-scored projects —all exceed the minimum 30 points and the credit reaches up to 45— and concentrates public support in small municipalities, associations, and micro-enterprises of the Riojan rural environment.
