Por FactBox Admin

The Department of Agriculture, Livestock, Rural Affairs and Environment of the Government of La Rioja has proposed granting exceptional aid for the maintenance of professional agricultural activity to a total of 2,747 farm holders, at a rate of 1,000 euros per farm. The provisional resolution proposal, signed in Logroño on October 6, 2026, is published in the Official Gazette of La Rioja (BOR) no. 193, dated October 7, 2026, with the official reference BOR-A-20261007-III–3770 and file number 202610060124823. The text excludes 227 applicants and declares one application inadmissible.
The call is governed by Order AGM/44/2026, of September 2, published in the BOR on September 4, 2026, which establishes the regulatory bases for this line of support. According to Article 5 of the order, the aid is processed through a direct grant procedure, and the application is considered submitted via the single application for aid under Royal Decree 1048/2022, of December 27, or, failing that, with the data existing as of May 31, 2026, in the Agricultural Holdings Register of La Rioja and the Livestock Holdings Register of La Rioja.
For the payment of the 2026 call, three million euros (3,000,000 euros) are available in budget item 05.02.01.4122.47801 ‘Crisis Expense Aid’, project 60001, of the ordinary budgets of the autonomous community for 2026.
2,747 beneficiaries and 1,000 euros per farm
The proposal grants the subsidy to the 2,747 holders listed in Annex I, in the amount of 1,000 euros per farm, in accordance with Article 6.1 of the regulatory order. The managing center certifies that there is sufficient credit to cover the total amount of the aid corresponding to all beneficiaries.
The committed expenditure amounts to 2,746,655 euros, charged to item 05.02.01.4122.47801 ‘Crisis Expense Aid’ of the 2026 budget. The proposal further requests the Regional Minister of Finance, Public Governance, Digital Society and Government Spokesperson to arrange the corresponding payment and cancels the expenditure authorization in the amount of 253,345 euros from the same item.
227 exclusions and one inadmissible application
Annex II details the 227 holders who do not meet the requirements to be beneficiaries, indicating the specific cause for denial. Among the reasons listed are:
- Not being registered in the Holdings Register of La Rioja (Article 3.1 a) of Order AGM/44/2026).
- Not appearing in the Priority Holdings Register of La Rioja (Article 3.1 c) 1º).
- Not being registered in the Special Regime for Self-Employed Workers (Article 3.1 c) 3º).
- Having outstanding obligations with the Regional Treasury, the Tax Agency, or Social Security (Article 3.2).
Annex III contains a single inadmissible application, that of Gustavo Abalos Castrejana, for being submitted outside the deadline established in article 7.2 of the order.
De minimis limit and appeals period
The managing center has checked the amounts of de minimis aid granted to each beneficiary, verifying that, accumulated, they do not exceed the limit of 50,000 euros during any three-year period, in accordance with Commission Regulation (EU) 1408/2013 of December 18, 2013. As a result of these controls, it is appropriate to deny aid to two applicants for having reached the limit—Herchamp 2017, S.L. (B26220681) and Francisco Jesús de Diego León—and to adjust the amount of aid for another beneficiary, Víctor Ijalba Asensio, up to the aforementioned cap.
Interested parties have a period of 10 business days, starting from the day following the publication of the proposal in the BOR, to waive the grant or allege any error, omission, or other circumstance and provide the documents they deem appropriate. If no appeals are submitted, the proposal will be considered accepted and will become final; otherwise, the managing body will study them and formulate the proposal for the final resolution.
The proposal is signed by María José Soriano Vasaldúa, Head of the Income Aid and SIGC Service, and is submitted to the Minister of Agriculture, Livestock, Rural World and Environment.
The resolution directly affects the Riojan agricultural sector: it mobilizes nearly 2.75 million euros of direct income support for professional holdings in a context of high costs, and excludes 227 holders who must correct their registration or tax non-compliances if they wish to access the aid in future calls. The appeals period also opens a window of 10 business days for excluded applicants or those with adjusted amounts to defend their rights before the managing center.
