La Rioja approves new agricultural aid and an agreement with the DO Rioja

The Regional Ministry of Agriculture, Livestock, Rural World and Environment of La Rioja has approved the second modification of the Strategic Grants Plan of the Directorate General for Agriculture and Livestock and the Directorate General for Rural Development for the 2026/2028 period. The decision is detailed in Resolution 1493/2026, of August 26, signed by the regional minister Noemí Manzanos Martínez, and is published in the Official Gazette of La Rioja number 166, of August 31, 2026, in section III of other provisions and acts.
The modification incorporates three new aid lines into the plan and adjusts an existing line, with the aim of providing coverage to agricultural holdings, cooperatives, and the Riojan wine sector. The text, which consists of two pages, bears the official reference BOR-A-20260831-III–3324.
Three new aid lines
The resolution incorporates three grant lines into the strategic plan, which will be implemented through an agreement and specific calls for applications:
- Direct economic support for holders of agricultural holdings who effectively and habitually carry out agricultural activity, to contribute to the maintenance of professional agricultural activity.
- Aid under the de minimis regime intended to promote the scaling of the cooperative sector for the joint exploitation of land in the Autonomous Community of La Rioja.
- An agreement between the Government of La Rioja and the Regulatory Council of the Rioja Designation of Origin to strengthen the institutional positioning of the DO.
Additionally, line 1.1.10 is modified, regarding aid for the financing of loans formalized by holders of agricultural holdings affected by climate adversities, impacts on the health of agricultural production, and the rise in the cost of inputs, to include the advance payment of the aid corresponding to said line in the plan.
Regulatory framework and background
The obligation to prepare a strategic grants plan derives from Article 8.1 of Law 38/2003, of November 17, General Law on Grants, and Article 178.2 of Law 11/2013, of October 21, of the Treasury of La Rioja. The authority for its approval corresponds to the heads of the Regional Ministries, pursuant to Article 8 of Decree 14/2006, of February 16, which regulates the legal regime of grants in the public sector of the community.
The current plan was approved by Resolution 258/2026, of February 10, published in BOR number 29, of February 12, 2026, and had already undergone a first modification via Resolution 1083/2026, of June 6, published in BOR number 111, of June 15, 2026. The second modification was reported by the Directorate General for Budgetary Control on August 19, 2026.
Relevance for the sector
The update of the plan responds to the need for comprehensive strategic planning that encompasses all lines of action regarding subsidies for the 2026/2028 period. With these new grants, the Riojan Government seeks to sustain professional agricultural activity, promote cooperativism, and reinforce the Rioja Designation of Origin brand, a strategic sector for the community’s economy.
