La Rioja aporta 64.298 euros a los servicios sociales de cinco municipios

The Government of La Rioja will provide 64,298.69 euros to finance the personnel expenses of the first-level basic network of the Social Services System of the town councils of Agoncillo, Lagunilla del Jubera, Murillo de Río Leza, Robres del Castillo, and Santa Engracia del Jubera. The agreement, signed on August 13, 2026, is published in the Official Gazette of La Rioja on Wednesday, October 14, 2026 (number 198, page 17328), in section III of other provisions and acts. The publication is ordered by Resolution 1537/2026, dated September 30, from the Technical General Secretariat of the Department of Finance, Public Governance, Digital Society, and Government Spokesperson, with official reference BOR-A-20261014-III–3840.

The dissemination of the agreement is carried out under article 10 of Decree 13/2017, of April 12, which regulates the Electronic Registry of Agreements of the Autonomous Community of La Rioja. The agreement is identified by registration number 2026/0684 and its full text is available in the agreements search engine of the Riojan Executive’s transparency portal.

The purpose of the agreement is the provision of first-level social services, guaranteeing their continuity through joint participation in the financing of personnel costs. The validity extends from January 1, 2026, to September 3, 2026, such that the publication in the gazette formalizes a period already elapsed in the current fiscal year.

The municipalities covered by the agreement

The agreement groups five town councils within the Riojan geography, all of them with small populations and facing difficulties in sustaining the basic network personnel on their own:

  • Agoncillo Town Council
  • Lagunilla del Jubera Town Council
  • Murillo de Río Leza Town Council
  • Robres del Castillo Town Council
  • Santa Engracia del Jubera Town Council

The regional contribution committed in the agreement amounts to 64,298.69 euros, an amount exclusively intended to cover the cost of the personnel assigned to the first-level basic network of the Social Services System.

Signatories and administrative processing

The official summary identifies the following participants and those responsible for the processing:

  • For the Government of La Rioja: María Martín Díez de Baldeón, Minister of Health and Social Policies.
  • For the Agoncillo City Council: Encarnación Fuertes Reboiro, Mayor-President.
  • Date of agreement signing: August 13, 2026.
  • Agreement registration number: 2026/0684.
  • Publication resolution: Resolution 1537/2026, dated September 30, from the Technical General Secretariat of the Ministry of Finance, Public Governance, Digital Society and Government Spokesperson.
  • Signature of the announcement: Begoña Sáinz Martínez, Head of the Government Secretariat and Parliamentary Relations Service, by delegation of Resolution 894/2023, dated July 20.

A wave of social services agreements

The publication of this agreement is not an isolated case. Issue number 198 of the Official Gazette of La Rioja includes other agreements of an identical nature for the joint financing of personnel for the first-level basic network, including:

  • Haro City Council: 130,537.29 euros (registration 2026/0629).
  • Rioja Alta Association of Municipalities: 132,002.25 euros (registration 2026/0678).
  • Najerilla Association of Municipalities: 118,742.11 euros (registration 2026/0677).
  • Valvanera Intermunicipal Association: 108,992.76 euros (registration 2026/0676).
  • Camero Viejo Social Services Association: 41,923.72 euros (registration 2026/0683).

As an immediate precedent, the gazette had already published on September 18, 2026 (number 180) an agreement with several city councils and associations of municipalities for the joint financing of programs and investments of the first-level Basic Network of the Social Services System, the correction of errors for which was disseminated on September 23, 2026 (number 183).

The agreement strengthens the public social care network in the Riojan rural environment, where smaller city councils depend on regional contributions to maintain local staff. For the residents of these five municipalities, the continuity of the service is linked to financing that the autonomous community now formalizes in the official gazette, with effects over a period that already began on January 1, 2026.
