La Rioja provisionally awards eight mobility positions among local police officers

The Department of Health and Social Policies has made public the provisional award of the unified mobility procedure for the provision of vacant positions in Local Police Forces of various municipalities in La Rioja, in the category of Police Officer. Resolution No. 45, dated September 22, 2026, signed by the counselor María Martín Díez de Baldeón, is published in the Official Gazette of La Rioja number 184, dated September 24, 2026, with reference BOR-A-20260924-II–1094. Applicants have five business days to file a claim.

The procedure is based on article 49.4 of Law 5/2010, of May 14, on the Coordination of Local Police of La Rioja, which empowers local entities to delegate the call and management of unified processes aimed at local police officers to the competent department in interior affairs. The Riojan municipalities with a Local Police force delegated this competence to the Department of Health and Social Policies, which accepted the delegation, and the applicable general bases are those of Order SSG/33/2023, of May 26.

The call was made by Resolution 15/2026, of February 20 (Official Gazette of La Rioja number 37, of February 24). The provisional list of admitted and excluded applicants was published by Resolution 728/2026, of May 11 (gazette number 89, of May 13), and the final list by Resolution 840/2026, of June 2 (gazette of June 4). The eliminatory physical tests were held on June 16, and the provisional list of merits was made public on August 10.

Eight positions and their provisional awardees

Annex I of the resolution details eight positions, seven of them level 19 and group/subgroup C/C1, and one of level 17. The provisional awardees, with their score and their origin destination, are:

• City Council of Logroño (five positions): David Lafuente Fernández, 27.63 points, from Nájera; David Santolaya Jiménez, 23.90, from Calahorra; José Gerardo Marín Martínez, 22.90, from Santo Domingo de la Calzada; Gonzalo Palacios Ocón, 22.50, from Haro; and Joana Delgado Morales, 21.67, from Santo Domingo de la Calzada.
• City Council of Calahorra (one position): Carlos Cámara Carballo, 18.28 points, from Alfaro.
• City Council of Haro (one position): Enrique Gamboa Güemes, 13.20 points, from Santo Domingo de la Calzada.
• City Council of Arnedo (one position, level 17): vacant.

Waiver in Haro and assessment of merits

The resolution accepts the resignation of applicant Daniel Pertegaz Arbella from the position at the Haro City Council, received on September 4, 2026, and considers the provisional merit assessment published on August 10 to be final. On that same date, the assessment of applicant Nuria Gonzalo Martín was published, whose physical test was postponed due to force majeure and whose score would not result in being awarded one of the requested positions. No requests for merit review or appeals regarding the scores were received.

Five business days to appeal

An appeal against the provisional allocation of destinations may be filed with the Minister of Health and Social Policies within five business days starting from the day following its publication in the Official Gazette of La Rioja. The appeals filed shall be considered answered with the publication of the final destination allocation resolution, which resolves the unified mobility procedure. The proposal from the President of the Assessment Commission that serves as the basis for the resolution is dated September 18, 2026.

The publication opens the final step before the definitive allocation, which will determine the destination of seven officers and leave the Arnedo position vacant. For the involved municipalities, the process means incorporating experience from other Riojan staffs and, for the officers, the opportunity to change destinations within the autonomous community.
