Por FactBox Admin

The General Directorate of Justice and Interior of the Government of La Rioja has definitively resolved the specific competition for the provision of two singularized job positions at the Institute of Legal Medicine and Forensic Sciences of La Rioja. The decision is formalized through Resolution number 1366/2026, dated September 29, published in the Official Gazette of La Rioja (BOR) number 193, dated October 7, 2026, with official reference BOR-A-20261007-II–1121 and code 202609300124715.
The process began with the call for applications approved by Resolution number 1098/2026, dated July 27, from the General Directorate of Justice and Interior, which was published simultaneously in the Official State Gazette and the Official Gazette of La Rioja on July 30, 2026. On August 10, 2026, both official journals published a correction of errors for said call for applications.
Following the application period and the establishment of the Evaluation Commission, the commission submitted to the General Directorate of Justice and Interior the proposed resolution in favor of the candidates with the highest scores. On September 24, 2026, BOR number 184 published Resolution number 1330/2026, dated September 17, which provisionally resolved the competition and opened a period of two business days for appeals. The resolution now published closes that procedure definitively.
Two service headships awarded
The annex of the resolution identifies the two civil servants who obtain the appointment, both belonging to the Forensic Physician corps and coming from a Forensic Physician (GU) position:
- María Fernández de Luco Sáenz-Díez (DNI *1487): Head of Forensic Clinic Service (GU).
- Angélica Emma Gutiérrez Silva (DNI *8648): Head of Forensic Pathology Service (GU).
The two awarded positions correspond to the category of service headship within the Institute of Legal Medicine and Forensic Sciences of La Rioja, based in Logroño.
Deadlines for taking office and cessation
The agreement establishes a regime of possession deadlines based on the destination:
- Three business days if taking office does not imply a change of locality for the civil servant.
- Eight business days if it implies a change of locality within the autonomous community.
- Twenty business days if it implies a change of autonomous community.
- One month when the origin or destination is Canaries, Balearic Islands, Ceuta, or Melilla.
- Twenty business days when the awardee obtains reentry into active service upon taking office.
The period begins to count from the day following the cessation, which must take place within three business days following the publication of the resolution in the Official State Gazette (Boletín Oficial del Estado) and in the Official Gazette of La Rioja (Boletín Oficial de La Rioja). If simultaneous publication is not possible, the publication date in the BOR shall prevail, as La Rioja is the convening body, pursuant to article 49.5 of Royal Decree 1451/2005, of December 7. For personnel on secondment, the official’s locality shall be understood as that in which they effectively provide services, and the count shall begin when the granted permits or licenses, including vacations, end.
Regulatory Framework and Appeal Process
The resolution is issued under articles 51, 52, and 53 of the Regulations for the Entry, Provision of Job Positions, and Professional Promotion of Civil Service Personnel in the Service of the Administration of Justice, approved by Royal Decree 1451/2005, of December 7, and articles 532 and 533 of Organic Law 6/1985, of July 1, of the Judiciary. Competencies are exercised according to article 17 of Decree 155/2023, which establishes the organic structure of the Department of Health and Social Policies.
Against the resolution, which does not exhaust administrative remedies, an Administrative Appeal (Recurso de Alzada) may be filed before the Minister of Health and Social Policies of the Government of La Rioja within one month from the day following its notification, in accordance with articles 121 and 122 of Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations. The document is signed in Logroño on September 29, 2026, by the Director General of Justice and Interior, Tania Sáez Martínez.
The resolution completes the filling of two key leadership positions in the Riojan forensic service and activates the deadlines for the two awarded forensic doctors to take possession of their new posts, a step that consolidates the management structure of the Institute of Legal Medicine and Forensic Sciences of La Rioja.
