La Rioja opens public consultation on the decree for university teaching internships

The Department of Education and Employment of the Government of La Rioja has opened a 15-working-day public information process regarding the draft decree that will regulate the coordination and development of university training internships for official degrees qualifying for the teaching profession. The decision is formalized through Resolution 20/2026, of October 26, of the Technical General Secretariat, published in the Official Gazette of La Rioja no. 209, of October 29, 2026, in section III, page 18060 (official reference BOR-A-20261029-III–4053). The period will begin on the day of publication and will end on November 18, 2026.

Regulatory framework and scope of the process

The resolution is based on article 36 of Law 4/2005, of June 1, on the Operation and Legal Regime of the Administration of the Autonomous Community of La Rioja, which enables the opening of a hearing period for affected citizens and the collection of any additional contributions that other persons or entities may make.

The purpose of the consultation is the text that will organize, within the regional scope, the coordination and development of the curricular training internships of the official degrees that qualify for teaching. Therefore, the regulation affects university students in those tracks, the centers that host them, and the academic and professional tutoring that supervises the placements.

The Technical General Secretariat has already initiated the processing of the draft, a preliminary step before its approval by the Governing Council and the final publication of the regulation.

How and where to submit allegations

Interested entities and citizens have two ways to send their contributions:

• Electronically, through the Virtual Office of the Government of La Rioja.
• In writing, submitted at any of the offices and public registries provided for in article 16.4 of Law 39/2015, of October 1, on the Common Procedure of Public Administrations, addressed to the Vice-Department of Education, Universities and Vocational Training.

The postal destination indicated in the resolution is the Department of Education and Employment, calle Marqués de Murrieta 76, 26071 Logroño.

Consultation of the text and electronic publication

The full text of the draft will be inserted on the Government of La Rioja website, at the address https://web.larioja.org/participa, where it can be consulted along with the form for submitting allegations. The resolution expressly orders its publication in the Official Gazette of La Rioja and the referral of the document subject to consultation to that participatory space.

Processing and signature

The document is dated in Logroño on October 26, 2026, and signed by the technical general secretary of the Department of Education and Employment, María Inmaculada Guijarro Antón, acting as the competent body to resolve the opening of the procedure.

The resolution consists of two operative sections: the first opens the public consultation period for 15 business days, and the second orders the publication in the official bulletin and the insertion of the text on the regional website.

The projected regulation arrives at a time when curricular internships for degrees and master’s programs that qualify one to teach are an indispensable requirement for obtaining the qualification; thus, the future decree will determine how they are organized, who tutors them, and how educational centers coordinate with the university. For Riojan students of Primary/Secondary Education and the Master’s in Teacher Training, the period open until November 18 is the only formal opportunity to influence the text before its approval, and for the centers, it means defining by regulation the conditions for the reception and supervision of students on internships.
