La Rioja opens public consultation for social dialogue training grants

The Department of Education and Employment of the Government of La Rioja has opened a public information process regarding the draft Order that will establish the regulatory bases for subsidies intended to finance training plans for capacity building in social dialogue and collective bargaining. The decision is formalized through Resolution 18/2026, issued by the Technical General Secretariat of the department, published in the Official Gazette of La Rioja number 186, dated September 28, 2026, in section III of other provisions and acts, page 16400. The period for submitting allegations will remain open for 15 business days and will conclude on October 19, 2026.

Regulatory framework and scope of the draft

The process is supported by Article 36 of Law 4/2005, of June 1, on the Operation and Legal Regime of the Administration of the Autonomous Community of La Rioja, which requires providing a hearing to affected citizens and gathering additional contributions from other persons or entities before approving a regulation of this rank.

The text under consultation establishes the regulatory bases for the granting of subsidies to finance training plans oriented toward capacity building in social dialogue and collective bargaining within the regional scope. The future Order will therefore affect social agents and the entities that provide such training:

• Trade unions and employers’ organizations with a presence in Riojan collective bargaining.
• Training entities and centers that deliver the subsidized plans.
• Persons and entities interested in the granting procedure.

How and where to submit allegations

Contributions may be sent electronically through the Virtual Office of the Government of La Rioja or in writing submitted at any of the offices and public registries provided for in Article 16.4 of Law 39/2015, of October 1, on the Common Procedure of Public Administrations.

The documents must be addressed to the Directorate General for Vocational Training, located at the Department of Education and Employment, Marqués de Murrieta 76 street, 26071 Logroño. The text subject to consultation will be posted on the Government of La Rioja website, in the citizen participation space, where it can be consulted and the corresponding allegations submitted.

Deadlines and official publication

The process begins on the same day as the publication in the Official Gazette of La Rioja, that is, September 28, 2026, and ends on October 19, 2026. The resolution was signed in Logroño on September 24, 2026, by the Technical General Secretary, María Inmaculada Gijarro Antón.

The opening of this consultation defines the framework through which the Department of Education and Employment intends to organize and ensure the continuity of public funding for training in social dialogue and collective bargaining, an area that directly impacts the capacity of trade unions and employers’ associations to sustain negotiating activity within the community. The period for submissions is the only formal opportunity for affected parties to modify the content of the guidelines before their final approval.
