La Rioja pays 50% advance to town halls for hiring young people

La Rioja abona el anticipo del 50% a ayuntamientos por contratar jóvenes

The General Directorate of Employment of the Government of La Rioja has recognized the obligation and proposed the payment of 50% as an advance to the entities receiving subsidies for the hiring of unemployed persons under 30 years of age registered in the National Youth Guarantee System. This is established by Resolution 4/2026, published in the Official Gazette of La Rioja number 173, dated September 9, 2026, in section III of Other Provisions and Acts.

The resolution, signed on September 4 by the Director General of Employment, Cristina Salinas García, gives continuity to Resolution 64/2026, dated August 13, from the Councilor of Education and Employment, which granted aid for the execution of works and services of general and social interest. The subsidies are governed by Order EDE/32/2024, dated May 9, and may be co-financed with European Union funds through the European Social Fund Plus (ESF+).

Advance to 43 city councils

The bulk of the payments, charged to budget application 0808.2411.46100 of the 2026 budget, is destined for 43 Riojan city councils, totaling an advance of nearly 485,000 euros. Among the highest amounts are:

  • Arnedo, Casalarreina, and Alfaro: €24,937.47 advance each.
  • Rodezno, Nieva de Cameros, and Villalobar de Rioja: €17,115.39 each.
  • San Millán de la Cogolla: €18,532.67.
  • Valdemadera, Alesanco, Calahorra, Cenicero, Santo Domingo, and Nájera, among others, with advances between €8,557.70 and €12,468.74.

Social entities and university

In addition to the city councils, the resolution includes payments charged to two other budget applications. Charged to 0808.2411.44900 is the University of La Rioja, with an advance of €12,468.74. Charged to 0808.2411.48000, advances are paid to five third-sector entities:

  • Fundación Ramón Rey Ardid: €12,468.74.
  • Spanish Red Cross: €12,468.74.
  • Fundación Diagrama: €12,468.74.
  • ARPA Autismo Rioja: €19,949.94.
  • Regional Youth Council of Cameros: €12,468.74.

Regulatory framework and deadlines

The payment is based on Law 38/2003, General Law on Subsidies, its regulation approved by Royal Decree 887/2006, Law 39/2015 on Common Administrative Procedure, and Law 8/2025 of the General Budgets of La Rioja for 2026. It has been verified that the beneficiaries are up to date with their tax and Social Security obligations, and the file includes a prior audit report dated September 3.

This resolution exhausts all administrative remedies. An appeal for reversal may be filed before the same body within one month, or a contentious-administrative appeal may be filed before the High Court of Justice of La Rioja within two months. With this advance, the regional Government is providing half of the grants so that city councils and entities can immediately proceed with the hiring of unemployed youth, providing a direct boost to youth employment at the local level.
