La Rinconada congela impuestos, tasas y precios públicos para el ejercicio 2027

The La Rinconada City Council has provisionally approved the freezing of its taxes, fees, and public prices for the 2027 financial year. The agreement was adopted by the Plenary Council in an ordinary session held on October 15, 2026, under Article 17 of the Local Finance Law, and is published in the Official Gazette of the Province of Seville number 206, dated Friday, October 23, 2026, on page 128, with the official reference BOP-SE-2026-206017.

Freezing across the four revenue blocks

The plenary agreement is structured into four points covering the entirety of municipal taxation, and in the first three, the formula for the 2027 freeze is repeated literally:

  • Municipal taxes: provisional approval of the modification of tax ordinances with a proposal for freezing.
  • Municipal fees: same formula for the ordinances regulating fees.
  • Public prices: identical freeze for the ordinances regulating public prices.
  • Technical rectification in the ordinance for the fee for the issuance of administrative documents.

The final provision incorporated into each ordinance establishes that it “shall begin to govern from the day following the publication of the definitive agreement, and shall remain in force as long as its modification or repeal is not agreed upon,” specifying that, in the event of a partial modification, the unmodified articles shall remain in force.

The document is signed by the Mayor-President of the council, Francisco Javier Fernández de los Ríos Torres, with a digital signature date of October 21, 2026, and is disseminated through the municipal electronic office.

Thirty business days for claims

The agreement is subject to public consultation for a period of thirty business days, counted from the day following its publication in the Official Gazette of the province, the Notice Board, the La Rinconada Transparency Portal, and one of the highest-circulation newspapers in the province. Claims and suggestions may be submitted during this period.

The text specifies that, if no allegations are presented, the provisional agreement will be considered definitively approved, and the full text of the ordinances with their modifications, if any, will then be published in the Official Gazette of the province for its entry into force.

Adjustment in the administrative documents fee

The third point, at the proposal of the Territorial Planning area, rectifies letter d) of the Management Instruments section of heading 4, Urban Planning Documents, of Article 7 Tariff, of Ordinance No. 8, regulating the fee for the issuance of administrative documents. The new wording establishes:

  • 2.90 euros for every 100 m² or fraction of the area of the sector or execution unit of the land redistribution project.
  • A minimum fee of 43.90 euros.
  • A percentage of 11.38% as stated in the approved text.

The administrative certification of final approval for land redistribution projects and complementary legal operations is calculated in this manner based on the resulting amount, including when the bases and statutes of Compensation Boards are processed.

Impact for taxpayers

The freeze applies to all taxpayers in the municipality, who will maintain in 2027 the same tax burden as in the current fiscal year regarding taxes, fees, and public prices, without tariff updates. The agreement is not yet final: the process for submitting allegations remains open and, failing that, the provisional approval will become final upon the full publication of the ordinances in the provincial bulletin.
