La Rinconada aprueba un crédito extraordinario de 1,6 millones para inversiones

The Plenary of the La Rinconada City Council initially approved, in an extraordinary session held on November 3, 2026, a budget modification file for an extraordinary credit of 1,621,080.02 euros, financed by the treasury surplus for general expenses. The agreement is published as an announcement by the Mayor-President, Francisco Javier Fernández de los Ríos Torres, in the BOP of Seville No. 214, of November 5, 2026 (reference BOP-SE-2026-214029, page 107).

The file, processed under number GESTIONA 21888/2026, is available for public inspection at the offices of the Municipal Comptroller for fifteen business days starting from the day following the insertion of the announcement. Claims and suggestions may be submitted within this period; the file will be considered definitively approved if none are presented.

Eight items for investment and personnel

The agreement creates new budget items charged to the treasury surplus, which sum exactly to the amount of the approved credit:

  • Cultural facilities: 25,000.00 euros (application 0203 33420 63506).
  • Generation of ‘27 Program: 30,000.00 euros (application 0203 33410 2260952).
  • European Funds Personnel Reinforcement: 470,000.00 euros (application 0204 24130 1200930).
  • Co-financing of Urban Agenda Calls: 600,000.00 euros (application 0204 92020 2270671).
  • Assistance to the San José Educational Center: 50,050.02 euros (application 0401 32600 78999).
  • Sugar Factory urban development: 218,000.00 euros (application 0401 15120 2270638).
  • Socio-Labor Department Personnel Reinforcement: 109,000.00 euros (application 0801 24110 14302).
  • Rinconada 107: Radio Rinconada: 119,030.00 euros (application 0803 49120 62238).

Urban Agenda and European funds, the greatest weight

The two largest items are concentrated on the management of external funds and urban planning. The co-financing of the Urban Agenda calls absorbs 600,000 euros, more than a third of the total, while the European Funds Personnel Reinforcement adds 470,000 euros, intended to strengthen the municipal structure that processes those programs.

Added to these is the Sugar Factory urban development, with 218,000 euros, an action linked to the conversion of the old industrial complex, and the reinforcement of the Socio-Labor Department, endowed with 109,000 euros.

Culture, education, and municipal radio

The cultural chapter includes 30,000 euros for the Generation of ‘27 Program and 25,000 euros for cultural facilities. In the educational field, the agreement creates an item of 50,050.02 euros for Assistance to the San José Educational Center.

The eighth destination is the municipal medium: Rinconada 107: Radio Rinconada receives 119,030 euros for budget application 0803 49120 62238.

Transparency and effects of the agreement

The announcement is issued in compliance with Article 169 of Royal Legislative Decree 2/2004, of March 5, which approves the revised text of the Law Regulating Local Treasuries. The complete file is also published on the City Council’s Transparency Portal, accessible through the municipal electronic office (https://larinconada.sedelectronica.es/info.0), where the documentation can be consulted and the signature of the announcement verified.

The modification reaches the Plenary as an extraordinary credit, a formula that allows for the authorization of expenses not initially foreseen when liquid resources exist—in this case, the treasury surplus. As this is an initial approval, the agreement is not yet final and remains conditional upon the outcome of the public information period.

The operation allows the City Council of La Rinconada to move 1.6 million euros of surplus toward investment and personnel reinforcement in the final stretch of the fiscal year, with the Urban Agenda, European funds, and the Sugar Factory as the main axes. Residents and interested groups have fifteen business days to review the file and submit allegations before the agreement is finalized.
