La Riera de Gaià proposes four license plate cameras for 77,181.86 euros
Por FactBox Admin

The City Council of La Riera de Gaià has opened for public consultation the project for the installation and maintenance of four cameras for the license plate reading system, budgeted at 77,181.86 euros (VAT included) and 8,561.73 euros in annual maintenance. The decision was adopted by Mayoral Resolution 430/2026, signed on October 30, 2026, by Mayor Joan Casas Torras, and was published in the Official Gazette of the Province of Tarragona on November 3, 2026 (reference CVE 2026-10217, p. 1-1). The process opens a period of thirty business days for interested parties to submit any claims and allegations they deem appropriate.
The published text contains the operative part of the resolution, which has two mandates: to initially approve the project and subsequently submit it to public exhibition. The approved document is titled “INSTALLATION AND MAINTENANCE OF 4 CAMERAS OF THE LICENSE PLATE READING SYSTEM” and was drafted by EACOM, ingenieros y consultores SA. The publication in the provincial gazette is a requirement of the agreement itself, which establishes the announcement in the Official Gazette of the Province of Tarragona and the municipal electronic office as the dissemination channels.
Equipment costing 77,181.86 euros
The budget is broken down into two distinct items, one for investment and one for recurring expenditure:
- Project execution: 63,786.66 euros plus 13,395.20 euros VAT, for a total of 77,181.86 euros.
- Annual maintenance: 7,075.81 euros plus 1,485.92 euros VAT, for a total of 8,561.73 euros each year.
The resolution does not detail the exact location of the four capture points nor the installation schedule, aspects that must be included in the project’s technical documentation, which can be consulted during the public information period. The maintenance amount is equivalent to 11.1% of the implementation cost and commits municipal expenditure beyond the current year.
Thirty business days to object
The second point of Mayoral Resolution 430/2026 submits the approved project to public information for thirty business days, counted from the insertion of the announcement in the provincial gazette. During this period, any interested person or entity may submit claims and allegations in writing.
The agreement specifies that, as this is an unqualified administrative procedural act, no type of appeal may be filed against the resolution. This shifts all capacity for challenge to the moment of the final approval of the project, once the exhibition period has closed.
In-person and online consultation
The project can be examined through two channels:
- Electronically, at the electronic headquarters and on the web portal of the La Riera de Gaià City Council, in the transparency section enabled for this purpose.
- In person, at the offices of the La Riera de Gaià City Council, at Plaça Major, 1, 43762 La Riera de Gaià, during public office hours.
During the same week, the council activated another public exhibition file: the technical report for self-consumption photovoltaic panels at the medical clinic, for 19,128.08 euros (reference CVE 2026-10099, published in the same bulletin on October 29, 2026).
The installation of license plate reading cameras directly affects road safety and mobility in the municipality, but also opens a debate on privacy and video surveillance in public spaces, and on the maintenance cost assumed year after year by the City Council. The allegations period is now the only formal way to question this before final approval.
