The Region renews its representation in the Joint Transfer Commission

The Governing Council of the Region of Murcia has renewed the regional representation in the Joint Commission for Transfers between the Central Administration and the Autonomous Community of the Region of Murcia, appointing Councilor Marcos Ortuño Soto as vice president. The agreement, adopted in the Governing Council session on September 10, 2026, is published in the Official Gazette of the Region of Murcia (BORM) number 213, dated September 15, 2026, via the Resolution of September 11, 2026, from the General Secretariat of the Ministry of Presidency, Youth, Foreign Action, and Emergencies (reference NPE: A-150926-4387).

Regulatory Framework

The Joint Commission for Transfers, established in accordance with the fifth transitional provision of the Statute of Autonomy, is regulated in its composition and operation by Royal Decree 2628/1982, of September 24. The body serves as the bilateral channel through which the State and the Autonomous Community negotiate and coordinate the transfer of competencies.

The renewal responds to changes made to the naming and competencies of the Ministries through the Presidential Decree No. 5/2026, of May 29, on the Reorganization of the Regional Administration, as well as to the new heads of the Ministries and General Secretariats. The proposal originated from the head of the Ministry of Presidency, Youth, Foreign Action, and Emergencies, by virtue of their competencies regarding the coordination of the transfer process.

New Full and Alternate Members

The agreement appoints Marcos Ortuño Soto, Councilor for Presidency, Youth, Foreign Action, and Emergencies, as vice president, and renews the full and alternate members of the Commission:

• María Isabel López Aragón, Councilor for Economy, Finance, Spokespersonship, European Funds, and Digital Transformation (full member); alternate, Sonia Carrillo Mármol, general secretary of said Ministry.
• Joaquín Buendía Gómez, Councilor for Water, Agriculture, Livestock, and Fisheries (full member); alternate, Ana García Anciones, general secretary.
• Jorge García Montoro, Councilor for Infrastructure and Territorial Development (full member); alternate, José Francisco Lajara Martínez, general secretary.
• Esther García Losilla, Director of Legal Services (full member); alternate, Manuel Pino Smilg, head of the Advisory Section of the Directorate of Legal Services.
• Joaquín Segado Martínez, deputy of the Regional Assembly (full member); alternate, Isabel M.ª Sánchez Ruiz, deputy.
• M.ª Carmen Ruiz Jódar, deputy of the Regional Assembly (full member); alternate, Jesús Cano Molina, deputy.
• Alberto Garre López, deputy of the Regional Assembly (full member); alternate, M.ª Eugenia Sánchez Pérez, deputy.

Effects and Repeal of the Previous Agreement

The agreement nullifies the previous designation, adopted on October 23, 2025, and published in BORM No. 252, of October 30, 2025. The new composition will take effect from the day following its publication in the BORM, that is, from September 16, 2026. The document is signed by the secretary general, María Caballero Belda, in Murcia, on September 11, 2026.
