The Region allocates six million to the 2026-2027 Pedanías Plan

The Governing Council of the Region of Murcia has approved Decree No. 160/2026, of September 3, which regulates the direct granting of a multi-year subsidy of 6,000,000 euros to the city councils of Murcia, Cartagena, Lorca, and Molina de Segura, destined for the 2026/2027 Plan for Pedanías, Diputaciones, Peripheral and/or Deprived Neighborhoods. The regulation is published in the Official Gazette of the Region of Murcia number 208, of September 9, 2026, page 20601 (official reference NPE A-090926-4313).
The initiative originates from the Ministry of Presidency, Youth, Foreign Action, and Emergencies, which is competent in matters of local administration, and is framed within the economic and technical cooperation that the Autonomous Community provides to local entities in accordance with the Statute of Autonomy and Law 6/1988, of August 25, on the Local Regime of the Region of Murcia. The objective is to finance basic infrastructure and municipal competence actions in the most disadvantaged areas of the four large municipalities, correcting imbalances compared to the more central and developed neighborhoods.
Distribution of funds
The subsidy is distributed territorially among the four municipalities with more than 50,000 inhabitants, with equal disbursements in the 2026 and 2027 annual periods:
- Murcia: €2,786,844 (€1,393,422 per year).
- Cartagena: €1,429,176 (€714,588 per year).
- Lorca: €1,111,472 (€555,736 per year).
- Molina de Segura: €672,508 (€336,254 per year).
Payment will be made in advance, without the need for a guarantee, and the actions must be executed by September 30, 2028, with a justification period of three months from their completion.
Direct granting and beneficiaries
The regulation justifies the exception of public competition for reasons of public, economic, and social interest, as all possible beneficiaries participate and the actions are programmed at the request of the city councils themselves. The grant will be implemented through agreements between the Ministry and each municipality, which must be up to date with their tax obligations to the State, the Autonomous Community, and Social Security.
Among the obligations of the beneficiaries are to dedicate the action to its purpose for a minimum of 5 years, submit to verification and control actions, and send the construction projects whose regional financing exceeds 300,000 euros to the General Directorate of Local Administration for technical supervision.
Deadlines and repayments
The award of contracts must be certified before July 15, 2027, for the Base Plan actions and by November 30, 2027, for those funded by complementary plans. Failure to meet these deadlines may lead to partial repayments of 10% or total repayments of the grant, in addition to the corresponding late payment interest.
The decree, signed by President Fernando López Miras and Councilor Marcos Ortuño Soto, takes effect from its approval and will also be published in the National Grants Database (BDNS). With this allocation, the Region reinforces investment in the pedanías (hamlets) and peripheral neighborhoods of its large municipalities, a commitment that seeks to raise the quality of life for residents of the most disadvantaged areas and reduce the territorial gap within each city.
